Chair Offerman opened the public hearing at 7:18 p.m. Doug Lindenfelser, 9364 95th Street NE, raised concerns about the planned design for 77th Street and inquired about the process for obtaining right-of-way permission. Jerry Linderfelser, 8157 Kadler Avenue, also voiced concerns about 77th Street and how it would be paid for. City Planner Licht noted that 77th Street has been included in the plan because 80th Street is not intended for industrial use. City Planner Licht explained that the developer would be responsible for constructing the street, but that City assistance would be considered for industrial uses. Chair Offerman closed the public hearing at 7:22 p.m. Commissioner Stritesky stated he is not in favor of rezoning the parcel to residential because there would be no buffer between the industrial and residential areas. Commissioner Metzger agreed with the above comment. Commissioner Kincanon asked about the historical background of the wetlands located on the property. Commissioner Kincanon expressed concerns about the amount of material that would need to be moved around the parcel. City Planner Licht noted that the national wetland inventory has been reviewed multiple times as the city continues to plan development in this area. Commissioner Jones stated that she shares the same concerns regarding industrial zoning. She noted that the city has very limited areas designated for light industrial use and stated that the proposed project presents several challenges for the neighboring properties to the north and east. Commissioner Heidner stated that he agrees with the previous comments and believes the area will be difficult to develop unless the entire project is completed at once. Chair Offerman echoed the comments made by the previous commissioners and asked why the city is considering rezoning this area when there is a substantial amount of available land.
