City staff recommend the City Council approve the hiring of two Fire Captains.

BACKGROUND/JUSTIFICATION:
City staff are requesting the City Council approve the hiring of two Fire Captain positions. This position was authorized
for recruitment on February 9, 2026, City Council meeting.
The 2026 General Fund Budget includes the hiring of three Fire Captains during 2026. In June 2026, the City Council
approved the hiring of one Fire Captain, with the remaining two positions being a part of this recruitment.
After a competitive pool of applicants, City staff are recommending the hiring of Sheila Manelli and Corey Thorson for
the position of Fire Captain. Sheila is anticipated to start employment on November 9, and Corey is anticipated to
start on November 16. Both individuals have successfully completed all pre-employment screenings, which include an
interview, medical evaluation, drug screen, background check, and psychological evaluation.
