Call to Order:
Chair Alan Offerman called the meeting to order at 7:00 p.m.
Roll Call: Chair Alan Offerman, Commissioners, Charles Foster, Tracy Kincanon, Jill Metzger, and
Laurie Jones.
Also Present: Councilmember Dunlap
Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland

2.Consider the Following Minutes
2.1 August 17, 2026 Planning Commission Meeting
Commissioner Kincanon motioned to approve the August 17, 2026 minutes as written.
Seconded by Commissioner Foster. All in favor. Motion carried 5-0.
3.Planning Items
3.1 Ortiz Properties LLC Site and Building Plan Review
City Planner Licht gave the planning report.
Amanda Preisler, applicant, 7455 Village Drive, Lino Lakes, was present and agreed with the
planning report.
Commissioner Kincanon asked about the southern portion of the property. City Planner Licht
explained that most of that area consists of wetlands.
Commissioner Foster asked if the business wanted to expand. City Planner Licht stated an
expansion may be possible in the future based on further evaluation of the wetland status.
Commissioner Kincanon motioned to recommend approval of site and building plans for Lot
3, Block 1, Otsego I-94 West Industrial Park 4th Addition, subject the 13 conditions list on the
planning report dated September 4, 2026. Seconded by Commissioner Jones. All in favor.
Motion carried 5-0.
4.Updates
4.1 Updates on City Council actions
Councilmember Dunlap updated the Planning Commission on recent City Council actions.

City Planner Licht updated the Planning Commission on upcoming planning items.

Commissioner Metzger motioned to adjourn. Seconded by Commissioner Jones. All in favor.
Motion carried 5-0.
