RECOMMENDATION:
City staff recommends issuing a temporary one day on-sale liquor license to the Group for Development and
Autonomy of Communities (GDAC).

BACKGROUND/JUSTIFICATION:
The Group for Development and Autonomy of Communities (GDAC) is requesting to hold a private wine tasting event
on Saturday, September 19, 2026. Minnesota Statutes allows the City to issue a temporary liquor license to non-
profit organizations in existence for at least three years. GDAC was established in 2000 and has submitted the
necessary paperwork and paid the $75 fee.
GDAC will host the event at 9326 Jaber Avenue NE from 5:30 p.m. to 8:00 p.m. on Saturday, September 19, 2026.
The temporary liquor license application is on file at the City Clerk’s office. The application must be sent to the
Alcohol and Gambling Enforcement Division for approval before becoming valid.

Motion to approve the issuance of a temporary on-sale liquor license to the Group for Development and Autonomy of
Communities (GDAC) for a private wine tasting event to be held on September 19, 2026, subject to the following
stipulations:
1. GDAC personnel will identify those of legal age to consume alcohol.
2. All alcohol service shall cease at 8:00 PM.
