BACKGROUND/JUSTIFICATION:
Bids were opened for the 2026 Meadows of Otsego Trail Project No. 26-03 on August 19, 2026. A total of 10 bids
were received as shown on the attached Bid Tabulation.
Matt Bullock Contracting Co, Inc., of St. Michael, Minnesota is the apparent responsible low bidder at $175,670.67. At
their July 27, 2026, meeting, the City Council authorized procurement of the wetland bridges for the project in the
amount of $246,796. As bid, the total estimate of construction, wetland bridges, engineering, and construction
contingency totals $485,837. The Capital Improvement Plan included funding in the amount of $675,450.
City staff recommend awarding the contract to the low bidder, Matt Bullock Contracting Co., Inc. They have completed
projects within the City of Otsego in the past; and are currently working on the Lily Pond Park.

ACCEPTING BIDS AND AWARDING CONTRACT
WHEREAS, pursuant to an advertisement for bids for the construction of the 2026 Meadows of Otsego Trail Project, City
Project No. 26-03, bids were received, opened on August 19, 2026, and tabulated according to law, and the following bids
were received complying with the advertisement; and

WHEREAS, it appears that Matt Bullock Contracting Co, Inc., of St. Michael, Minnesota is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with Matt Bullock Contracting
Co, Inc., of St. Michael, Minnesota in the name of the City of Otsego for the 2026 Meadows of Otsego Trail Project,
City Project No. 26-03, according to the plans and specifications therefore approved by the City Council and on file in
the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bond made with their bids,
except that the bid bond of the successful bidder and the next lowest bidder shall be retained until a contract has
been signed.
