RE: Prairie Park Phase 1 Improvements
Background Information
Prairie Park Phase 1 Improvements
The City of Otsego has continued to work with HKGi on the planning and conceptual
design of Phase 1 improvements at Prairie Park. As part of the planning process, HKGi
facilitated two forms of community engagement, during the Touch-a-Truck event with
over 100 responses and an online survey that generated 429 responses. The feedback
received has been instrumental in identifying community priorities and shaping the
proposed concept alternates.
Key themes that emerged from the engagement process included a desire for a
destination playground with inclusive and accessible play opportunities, hillside play
features, batting cages, covered dugouts, expanded pickleball courts, additional shade,
permanent restroom facilities, concession amenities, and enhancements to the
Veterans Memorial. Respondents also expressed interest in improving the park's overall
identity, arrival experience, and gathering spaces.
Using the feedback received, HKGi developed two concept alternates for consideration.
Both concepts are consistent with the project's target budget of approximately $7.8
million and include improvements to park amenities, athletic facilities, parking, trails,
playgrounds, gathering spaces, and supporting infrastructure.
Item 4.1
2
The June 16 Parks and Recreation Commission meeting represents the next major
milestone in the planning process. The goal of the meeting is to identify a preferred
concept direction and gather feedback on key site features so staff and HKGi can
prepare a preferred concept plan for a City Council presentation on June 22, 2026.
Items for Commission consideration include:
• Preferred overall concept direction (Concept A, Concept B, or a hybrid of both
concepts)
• Pavilion location and orientation
• Veterans Memorial location and enhancement opportunities
• Entry plaza and park gateway features
• Playground layout, style, and design character
• Ballfield support amenities, including shelters, storage, dugouts, and spectator
improvements
• Court improvements, including basketball and pickleball facilities (Alternates)
• Utility screening options
Commission feedback at the June 16 meeting will provide the direction needed to
finalize a preferred concept plan for Prairie Park Phase 1 Improvements. Staff and HKGi
will incorporate the Commission’s recommendations into the concept plan presented to
the City Council on June 22, 2026.
Requested Commission Action
Staff requests the Parks and Recreation Commission review the Prairie Park Phase 1
Improvements presentation and provide recommendations regarding a preferred
concept and key site features. Feedback received from the Commission will be
incorporated into a preferred concept plan that will be presented to the City Council on
June 22, 2026.
Item 4.1
3
Possible recommendation:
• To recommend Concept A as the preferred concept for Prairie Park Phase 1
Improvements and direct staff and HKGi to prepare the concept for City Council
presentation.
OR
• To recommend Concept B as the preferred concept for Prairie Park Phase 1
Improvements and direct staff and HKGi to prepare the concept for City Council
presentation.
OR
• To recommend a preferred concept incorporating elements of Concepts A and B and
direct staff and HKGi to prepare the revised concept for City Council presentation.
OR
• To provide additional direction to staff and HKGi and request revisions prior to City
Council presentation.

93 We love that prairie park is still easily ac cessible for littles. When the c ounty park was
redesigned, it was poorly thought through. The bridge had animal print cut outs small enough
for small feet to get stuck in. There is only one slide that a 2-3 year could nev er get up to
without assis tanc e. We back up to the c ounty park but will drive to prairie park instead
becaus e our k ids enjoy it that much more.

16 When people are v isiting veterans memorials , they are ty pically placed in a location that is
peaceful or the design is structured to create peac e among the adjac ent act ivities. Centering it

the memorial cos ts to hav e it at that location where moving it t o a different area of t he park ,
such as near the future c ity hall, near the exis ting dog park , or at the loc ation of the ex isting
