RE: Review of 2025 Park Projects and Recreation Programs/Events
Background Information
Staff has prepared an informative presentation reviewing the planned Park Projects for
2025 as well as a review of 2024 programs and events offered.
Wayfinding completion: This year the plan is to convert all the remaining Parks signage
to the new Wayfinding family. This includes park ID signage and miscellaneous signage
such as the splash pad, skate park, alternative park entrances, and natural areas.
80th Street Trail: This trail segment was the recipient of the Safe Routes to Schools
Grant. Connects the Hunter Hills development to Maciver Avenue and the Prairie View
School Campus. Allowing students and pedestrians to have a safe route of travel.
CSAH 42 Trail: This trail segment was the recipient of an Alternative Transportation
Grant. Connecting at the intersection of Park Avenue it will connect to 96th Street where
pedestrians can cross CR-42 and traverse sidewalk all the way into Elk River.
Paddle Ports: These two units, one being placed at Norin Landing (the start of the
route) and one placed at Carrick’s Landing (the end of the route), will allow users the
ability to rent a kayak and traverse the 8 miles of Mississippi River between the parks.
Item 5.2
2
Lily Pond Park Planning: Lily Pond Park is the next park in the renovation schedule.
Planning efforts and community engagement will take place in 2025 with bidding and
construction taking place in 2026.
School Knoll Parking Lot: This project was not part of the initial renovation project in
2023, due to budget constraints. Parking lot is failing due to pavement condition and
age. Project was approved by City Council in February 2025 with construction set to
take place in June, once school is out for the summer.
2024 Recreation Totals: 2024 was an outstanding year for Otsego’s Recreation
department. It is an opportune time to review and evaluate program offerings.
Highlighting the success of last year while continually looking for ways to increase
participation or improve events.
