BACKGROUND
Trade Level Construction has submitted plans for subdivision of Lot 1, Block 1, MRD Christ
Lutheran Addition and development of a 35,000 square foot building to be owned and occupied
by Revolution Gym. The subject property is located east of Christ Church within the southwest
quadrant of TH 101 and 90th Street (CSAH 39). The proposed development requires
consideration of a preliminary and final plat, a Zoning Map amendment, a Planned Unit
Development-Conditional Use Permit related to setbacks, Site and Building Plan Review, and
vacation of existing drainage and utility easements. A public hearing to consider the
applications has been noticed for the Planning Commission meeting on 17 August 2026, with
published and mailed notice provided as required by Minnesota Statutes and the City Code to
all property owners within 350 feet of the subject property.

ANALYSIS
Comprehensive Plan. The subject property is planned for commercial uses as part of Otsego’s
primary area for commercial development surrounding the TH 101 and CSAH 39 interchange.
The proposed building includes space for Revolution Gym, an indoor gymnastics program
business, and leasable space. The proposed building and occupancy by Revolution Gym will
provides a recreation service for Otsego and surrounding communities and can be expected to
enhance market support for businesses in the surrounding area through participant and
employee activity. The proposed development of the subject property is consistent with the
goals, policies, and plans of the 2023 Comprehensive Plan.
Zoning. The subject property is zoned INS, Institutional District reflecting current ownership and
use by Christ Church. The proposed development requires consideration of a Zoning Map
amendment to rezone proposed Lot 2, Block 1 to B-1, Retail Business District. Indoor recreation
uses such as Revolution Gym are allowed within the B-1 District as a permitted use. The
proposed Zoning Map amendment corresponds to the future commercial land use of the
subject property guided by the 2023 Comprehensive Plan.
Surrounding Area. The table below summarizes the existing and planned land uses in the area
surrounding the subject property. The proposed development of the subject property will be
consistent with, and complementary to, existing and planned land uses in the area.

Subdivision. The subject property exists as Lot 1, Block 1, MRD Christ Lutheran Addition, which
includes the Christ Church religious facility building and off-street parking. For development of
Revolution Gym, the existing property is proposed to be subdivided into two lots with Christ
Church occupying the west lot and Revolution Gym the east lot.
§ Lot Requirements. Section 11-75-7 of the Zoning Ordinance establishes the minimum
lot requirements for the B-1 District, shown in the table below. The preliminary plat
complies with the minimum lot requirements of the B-1 District.

§ Right-of-Way. The subject property abuts TH 101, 90th Street (CSAH 39), and 88th Street.
The preliminary plat is subject to review by the Minnesota Department of
Transportation and Wright County as it abuts State and County right-of-way,
respectively. Right-of-way for 88th Street has been dedicated with the plats of MRD
Christ Lutheran Addition and Great River Centre of Otsego. No additional right of way
dedication for 88th Street is required.
§ Streets. The subject site abuts 90th Street (CSAH 39) and 88th Street. The Transportation
Plan designates 90th Street (CSAH 39) as a Minor Arterial street and no new direct lot
access from Lot 2, Block 1 is allowed. Access to Lot 2, Block 1 will be provided from 88th
Street to the south, which is a local commercial street intended to provide direct lot
access to abutting properties. No street improvements, other than adding a driveway
access, are proposed with the proposed development.
§ Sidewalks/Trails. There is an existing trail abutting the south line of the subject property
along 88th Street, which connects to Quaday Avenue and 87th Street to the south and
Parrish Avenue (CSAH 42) to the east. There is no sidewalk or trail along the north line of
the subject site abutting 90th Street and none is planned to avoid pedestrian conflicts at
the TH 101 and CSAH 39 interchange.
§ Utilities. The subject property is within the East Sewer District. The Christ Church
building is connected to City water and sewer utilities. A utility plan has been submitted
for extension of service for Lot 2, Block 1 for the proposed building. All utility plans are
to be subject to review and approval by the City Engineer. As an existing developed
property, Utility Availability Charges for the plat have been satisfied. Utility Connection
Fees for Lot 2, Block 1 will be required to be paid at the time a building permit is issued.
§ Easements. The existing drainage and utility easements overlaying the subject property
are to be vacated. The preliminary and final plat provide for dedication of drainage and
utility easements over Lots 1 and 2, Block 1 as required by Section 10-8-15 of the
Subdivision Ordinance. All drainage and utility easements are to be subject to review
and approval by the City Engineer.
§ Park Dedication. The proposed preliminary plat is a resubdivision of an existing platted
lot. The plat of MRD Christ Lutheran Addition has already satisfied park dedication
requirements established by Section 10-8-18 of the Subdivision Ordinance at the time of
final plat approval. No additional park dedication is required for the proposed
preliminary plat.

Building Plans. The proposed development of Lot 2, Block 1 consists of a 35,000 square foot
principal building. Within the proposed building, Revolution Gym will occupy 30,000 square feet
and 5,000 square feet will be made available for lease. Occupancy of the leasable space is
required to be an allowed use of the B-1 District.
§ Design. The building appearance is very horizontal. It is recommended that the building
elevations be revised to include additional vertical elements, accent materials, and color
on all elevations to minimize the horizontal lines of the building. Full sized windows or
faux windows should also be included across the full width of the north, east, and south
elevations to maintain a building front appearance. Similarly, windows or faux windows
should be added to the north and south ends of the west elevation.
§ Building Materials. Section 11-17-4.D.1 of the Zoning Ordinance requires the exterior
finish of buildings within the B-1 District to be comprised of a minimum 65 percent
Grade A materials, and not more than 35 percent Grade B materials, or not more than
10 percent Grade C materials. The submitted information identifies the various
proposed exterior materials, which includes rockface block, face brick veneer, and two
unspecified building panels, but does not specify percentages of each material used. A
schedule indicating the percentage area of the materials used on each elevation and the
overall building is required to demonstrate compliance with the exterior finish
requirements of the Zoning Ordinance.
§ Building Height. Principal buildings within the B-1 District are allowed to be up to three
stories or 35.0 feet in height. The proposed building is a single-story structure with a
height of 29.0 feet to the top of the roof and a defined height of 27.5 feet to the
midpoint of the pitched roof. The proposed building complies with the height limits of
the B-1 District.
Site Plans. Civil plans addressing the site plan improvements, including grading, drainage,
erosion control, stormwater management, and utilities, as well as general zoning performance
standards, have been submitted for development of Lot 2, Block 1.
§ Setbacks. Section 11-75-7.C of the Zoning Ordinance establishes the following setbacks
within the B-1 District applicable to the proposed principal building. The proposed
building complies with all the setback requirements except the 30 feet required from
the north property line abutting 90th Street (CSAH 39).

Due to the irregular shape of the right-of-way for the single point interchange design at
90th Street (CSAH 39) and TH 101, there is an oversized boulevard between the north
line of the subject property and back of curb of 90th Street (CSAH 39). The proposed
building is setback 19 feet from the property line but 105 feet from the back of curb of
90th Street (CSAH 39) at its closest point. The developer is requesting approval of a
Planned Unit Development-Conditional Use Permit to allow a reduction in the required
setback for the principal building from the north lot line from 30 feet to 19 feet. City
staff recommends that the setback reduction is appropriate because the reduced
property-line setback is offset by the substantial separation of the building from the
travelled portion of the roadway and promotes efficient development of Lot 2, Block 1.
§ Landscaping. A landscape plan has been submitted, which provides for shade and
ornamental trees at the perimeter of Lot 2, Block 1, along with additional trees, shrubs,
and grasses on the interior of the lot. We recommend that the line of proposed trees
along the west elevation of the principal building be revised to include a mix of shade
and evergreen trees to provide variety and more effective screening of the
uninterrupted wall of the west elevation.
The sizes of proposed plantings comply with the provisions of Section 11-19-2.B of the
Zoning Ordinance, except that the proposed shade trees are to be specified as a
minimum of 2.5 caliper-inches in diameter.
Section 5-2-3.C.2 of the City Code requires installation of in-ground irrigation for the
yards and planting areas within the property, which must be indicated on the landscape
plan.
§ Off-Street Parking. Lot 2, Block 1 is to have one access to 88th Street. The proposed
access aligns with an existing access on the south side of 88th Street and is more than
the minimum 90 feet required from the existing access to Lot 1, Block 1 to the west. The
location of the proposed access to Lot 2, Block 1 complies with the intersection spacing
requirements established by Section 11-21-6.B of the Zoning Ordinance.
Section 11-21-8 of the Zoning Ordinance requires instructional classes and retail uses to
provide one off-street parking space for each 200 square feet of net floor area. The
calculation of required parking is provided below. The site plan provides 175 off-street
parking spaces including nine disability accessible spaces, which exceeds the number of
spaces required by the Zoning Ordinance.

The off-street parking area is setback more than 15 feet from abutting public rights-of-
way and more than 5 feet from the west line of Lot 2, Block 1 as required by 11-21-5.B
of the Zoning Ordinance. The dimensions of the drive aisle and parking spaces comply
with Section 11-21-7.B of the Zoning Ordinance. Asphalt pavement and perimeter
concrete curb is required by Sections 11-21-7.C and D of the Zoning Ordinance and is
subject to review and approval of the City Engineer.
§ Pedestrians. There is an existing trail along the north side of 88th Street abutting Lot 2,
Block 1. Provision must be made for a pedestrian connection from the sidewalk at the
east elevation of the principal building to the 88th Street trail.
§ Exterior Lighting. Section 11-16-6 of the Zoning Ordinance establishes performance
standards for exterior lighting. An exterior lighting plan including photometric
measurements of light intensity and indicating the type, location, and height of all
exterior light fixtures has been submitted. All exterior light fixtures are to have a 90-
degree horizontal cut-off and not cast more than 0.4 foot-candles of light at the
property lines. The proposed exterior lighting complies with the Zoning Ordinance.
§ Waste Storage. The site plan illustrates a concrete pad for waste container storage at
the southwest corner of the principal building. Details for construction of the enclosure,
which is required to be a solid wall with a minimum height of six feet to screen waste
containers from view of adjacent properties and public streets, are to be submitted for
the Zoning Administrator to verify compliance with Section 11-18-4.C of the Zoning
Ordinance.
§ Signs. The building elevations illustrate wall signs on the north, east, and south
elevations. Section 11-37-7.A of the Zoning Ordinance allows multiple wall signs on each
building elevation up to a total area of 15 percent of the individual wall area and area
for individual signs up to 200 square feet. Wall signs on the north and south ends of the
west elevation would also be allowed and would be visible from approaching traffic on
90th Street (CSAH 39) and 88th Street, respectively.
The submitted plans do not indicate any proposed freestanding signs. Section 11-37-7.B
and C of the Zoning Ordinance allow the following freestanding signs upon the subject
property:
– One double-sided sign up to 200 square feet each side constructed to a height of
up to 50 feet within the yard abutting 90th Street (CSAH 39) or TH 101.
– One double-sided sign up to 64 square feet each side constructed to a height of
up to 15 feet located in the yard abutting 88th Street.
A sign permit must be applied for and approved by the Zoning Administrator prior to
installation of signs upon the property.

§ Stormwater. Plans for grading, erosion control, and storm water management have
been submitted for the property. All grading, drainage, and erosion control plans are
subject to review and approval by the City Engineer.
Development Contact. A development contract is required with final plat approval by Section
10-10-4.A of the Subdivision Ordinance to provide for the platting of the subject property and
payment of applicable fees. Section 11-9-7 of the Zoning Ordinance also requires that the
developer enter into a performance agreement with the City to provide for construction of the
project improvements within the subject site. The City Attorney will draft a combined
Development Contract that includes Site Improvement Performance Agreement provisions,
which is subject to approval by resolution of the City Council.
RECOMMENDATION
The proposed MRD Christ Lutheran Second Addition preliminary plat and final plat, and
development plans for Lot 2, Block 1 are consistent with the land uses guided by the 2023
Comprehensive Plan and comply with the requirements of the Zoning Ordinance and
Subdivision Ordinance. Our office recommends approval of the applications subject to
conditions as set forth below.
POSSIBLE ACTION
Motion to recommend approval of the preliminary and final plat of MRD Christ Lutheran
Second Addition; and approval of a Zoning Map amendment, Planned Unit Development-
Conditional Use Permit, and Site and Building Plan Review for Lot 2, Block 1, subject to the
following conditions:
1. Approval of the preliminary plat shall not guarantee access to sanitary sewer service. The
City shall only allocate sanitary sewer capacity to approved final plats with signed
development contracts to assure the City of timely development.
2. The property shall be developed in accordance with the plans as approved by the City of
Otsego in compliance with the requirements of the Zoning Ordinance and City Code and
the conditions outlined herein.
3. The preliminary plat shall be subject to review and approval by the Minnesota
Department of Transportation.
4. The preliminary plat shall be subject to review and approval by Wright County.
5. Right-of-way dedication for 88th Street shall be subject to review and approval by the
City Engineer.

6. A schedule specifying the exterior materials and the percentage area of the materials
used on each elevation and the overall building shall be submitted to verify compliance
with the requirements of Section 11-17-4.D.1 of the Zoning Ordinance.
7. The exterior building elevations shall be subject to review and approval by the Planning
Commission.
8. The landscape plan shall be revised subject to review and approval by the Zoning
Administrator to provide for the following:
a. Revise the row of trees along the west elevation to include a mix of shade and
evergreen trees.
b. Specify a minimum diameter of 2.5 caliper inches for deciduous shade trees and
minimum height of 6.0 feet for coniferous trees.
c. Installation of in-ground irrigation for the yards and planting areas within the
property.
9. The site plan shall be revised to provide for a five-foot wide pedestrian connection from
the principal building to the trail on 88th Street, subject to review and approval by the
Zoning Administrator.
10. Construction specifications for off-street parking areas shall be subject to review and
approval by the City Engineer.
11. Plans for the construction of the waste storage enclosure shall be submitted and are
subject to review and approval by the Zoning Administrator for compliance with Section
11-18-4.C of the Zoning Ordinance.
12. All signs shall comply with Chapter 37 of the Zoning Ordinance and require approval of a
sign permit by the Zoning Administrator prior to placement upon the property.
13. All grading, drainage, and erosion control, and stormwater management plans shall be
subject to review and approval by the City Engineer.
14. All utility plans shall be subject to review and approval by the City Engineer.
15. All easements shall be subject to review and approval by the City Engineer.
16. The developer shall pay Utility Connection Charges for the principal building on Lot 2,
Block 1 at the time a building permit is issued in accordance with the provisions of the
City Code.

17. The developer shall execute a Development Contract as drafted by the City Attorney
and subject to approval of the City Council.
