Item 3.1 07-14-26 Draft Public Safety Meeting MinutesPUBLIC SAFETY COMMISSION Fire Station #1 July 14, 2026 6:30 PM 1 1.Call to Order: This meeting was called to order at 6:30 PM, followed by the Pledge of Allegiance. Roll Call: Chair David Greeman; Commissioners: Rossamon Becker, Jim Buchanan, Dan Freiberg, Gregory Hubbard, and Judy Sibert. Absent/excused: Loren Green City Council: Mayor Jessica Stockman, CM Ryan Dunlap, CM Tina Goede 2.Consider Agenda Approval: Commissioner Sibert motioned to approve the agenda as written. Seconded by Commissioner Hubbard. All in favor. Motion carried 6-0. 3.Consider the Following Minutes: 3.1 Meeting of June 9, 2026 Commissioner Hubbard motioned to approve the minutes as written. Seconded by Commissioner Becker. All in favor. Motion carried 6-0. 4.Open Forum: 4.1 Mayor Stockamp updated the Commission regarding the action taken to address the traffic complaints on Radford Avenue (see June meeting minutes). It was determined that a new stop sign would not resolve/reduce the problem. The radar trailer has been placed on the street, and the City is reviewing the collected data to determine further action. Residents have expressed appreciation for the steps taken. 4.2 Commissioner Greeman provided information about the upcoming Prairie Fest event on Saturday, September 12th. The Public Safety Commission will be hosting an information booth at the event. Fire Chief McCoy confirmed that the fire department will be equipped to provide first aid during the event. 4.3 Commissioner Freiberg initiated a discussion regarding the length of response times from local ambulance service providers. During the conversation, Fire Chief Mike Scott shared response guidelines from the National Fire Protection Association. 4.3.1 ALS notification/processing time = 60 sec. 4.3.2 Mobilization time = 60 sec. 4.3.3 Travel time to location = 4 min. 4.3.4 Dispatch to arrival = 8 min. Item 3.1 2 The conversation resulted in a request by the Commission for Fire Chiefs McCoy and Scott to invite all ambulance agencies that provide services to the City of Otsego to attend the August Commission meeting to share information about their organizations and answer questions. Mayor Stockamp said she would also extend the invite to members of the City Council. 4.4 Commissioner David Greeman reminded the group of the upcoming “Night to Unite” event on Tuesday, August 4th. 5. Review Received Monthly Reports: 5.1 Albertville Fire Department The department submitted the monthly report to the Commission in the meeting packet. 5.2 Elk River Fire Department The department submitted the monthly report to the Commission in the meeting packet. 5.3 Rogers Fire Department The department submitted the monthly report to the Commission in the meeting packet. 5.4 Wright County Sheriff’s Department Sergeant Jason Oltmanns shared an internal marketing video produced by Oracle Corporation that featured the City of Otsego and the Wright County Sheriff's Office. He also answered questions from CM Dunlap related to recent drug arrests in comparison to prior years. Sergeant Oltmanns also noted that overall calls for service for the Sheriff’s Office have increased in the County over the last several weeks. 5.5 CentraCare EMS The agency submitted the monthly report to the Commission in the meeting packet 5.6 Allina EMS Paramedic Manager Brian Nord provided statistics regarding the types of calls that his agency has been responding to. He noted an increase in psychiatric-related calls for service from April to June of 2026. 6. Report from Fire Chief: 6.1 Personnel Chief McCoy presented staffing and recruitment results: roughly a dozen applicants competed for the captain position, and the department received about 99 applicants for the part-time cadet firefighter role. The City Council approved hiring Aaron Ende as a full-time captain and Grant Carlson as a full-time firefighter. The part-time cadet firefighters have begun their multi-month training. 3 6.2 Equipment Work is still underway to replace the urban interface truck with a mini-pumper truck. The two newest vehicles, a ladder truck and an engine (pumper), were delivered by Pearce Manufacturing. 6.3 Open House Event Chief McCoy announced that the open house event for the new fire station would be Saturday, October 10th. The ribbon-cutting ceremony for the new station will be scheduled for later in the year, to coincide with personnel completing their training. 7. Set Next Meeting: Tuesday, August 18, 2026, at Fire Station No. 1. 8. Adjournment: Commissioner Sibert motioned to adjourn. Seconded by Commissioner Hubbard. All in favor. Motion carried 6-0.
