Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, and Michelle Lund,
City Staff: City Administrator/Finance Director Adam Flaherty, Utility Manager Kurt
Neidermeier, and City Clerk Audra Etzel. Councilmember Corey Tanner arrived at 5:32 PM. City
Engineer Ron Wagner arrived at 5:58 PM.
1. South Central Water Treatment Plant — Project Updates.
AE2S Engineers Hanson and Julson reviewed the staff report and presentation.
The City Council discussed bulk water filling stations. AE2S Engineer Hanson noted the benefits
of having the filling station and bulk water meters and Neidermeier reviewed the billing
process.
CM Tanner asked about IT security with the water system. Flaherty noted staff were recently
notified of water system security issues with another City. AE2S Engineer Hanson said staff are
in contact with the City's IT Manager to continually review security.
CM Dunlap highlighted some of the project discussions that occurred at Public Worl<s
Subcommittee, bringing attention to the reduced clear well size and the building size to
accommodate phase two filters and discussed the financial impacts of those decisions.
Mayor Stockamp asked about the water treatment process. AE2S Engineer Julson said staff
reviews the quality and would adjust the process based on those results. AE2S Engineer
Hanson noted there will be a time frame, possibly years, to continue the adjustments.
CM Tanner asked about filter replacement. AE2S Engineer Julson said staff will monitor the
filters and replace as needed.
CM Tanner asked how many homes will be receiving the treated water. AE2S Engineer Hanson
said the maximum capacity after phase two is 4,500 gallons and reviewed the rainbow grid slide
comparing supply and demand. Neidermeier noted it is hard to calculate the demand and with
the population growth as the demand will continue to increase; noting the importance of lower
usage. CM Lund said phase 2 allows for future growth.
CM Dunlap asked about noise from the site. AE2S Engineer Hanson noted minimal noise could
be generated by the truck traffic, generator, and blowers.

AE2S Engineer Hanson explained that the contingency funds not used are refunded along with a
percentage of the CMAR fee. CM Lund noted the object is to do better than the bottom line.
AE2S Engineer Hanson further explained the process to review unknown conditions for the
CMAR and Owner contingencies; staff will track the changes. CM Lund asked about equipment
pivot situations and whose contingency would cover the cost. Rice Lake Representative said it
would depend on what schedule of the project, noting it would be a discussion. CM Dunlap
asked about the CMAR contingency process compared to the Owner contingency. AE2S
Engineer Julson noted there would be discussion on change orders. AE2S Engineer Hanson said
the CMAR contingency is controlled by the CMAR. AE2S Engineer Hanson noted the CMAR has
3% contingency and the Owner is 2% contingency.
Mayor Stocl<amp asked about the decision to reduce storage and the clear well phased
treatment. AE2S Engineers Hanson and Julson explained the backwash process from the clear
well process allowing flexibility for storage.
Flaherty reviewed the upcoming funding process. CM Dunlap asked about reserves covering
the initial payments. Flaherty said there are funds to cover the initial payments until the bond
proceeds are received, noting if bond rates come in higher the usage rates can be adjusted.
Flaherty noted the credit enhancement program through the PFA.
Flaherty said this will be brought back at the first meeting in August.

CM Goede motioned to adjourn at 6:50 PM, seconded by CM Lund. All in favor. Motion
carried 5-0.
