BACKGROUND/JUSTIFICATION:
Plans and specifications have been prepared for the Wellhouse No. 3 18” Dual Watermain Project. This project includes
the installation of raw water and treated (domestic) water lines that connect the existing Wellhouse #3 to the Water
Treatment Plant #3 which is in the construction phase. Although bidding in 2026, actual construction will begin in 2027.
The Capital Improvement Plan for the Drinking Water Utility Fund includes total funding in the amount of $2,058,000
during 2026 and 2027. Current engineer estimated construction costs of $1,609,747 with a 20% estimate of engineering
and project soft costs, the current total estimate is $1,931,697, within the budgeted amount. This project is being
funded by a combination of federal grant, state grant, loan financing through MPFA, and local funds.

RESOLUTION NO: 2026-71
APPROVING PLANS AND SPECIFICATIONS AND
ORDERING ADVERTISEMENT FOR BIDS
WHEREAS, pursuant to a motion adopted by the City Council on January 26, 2026, Hakanson Anderson Associates, Inc. has
prepared plans and specifications for the proposed Dual 18” Watermain Project 2026-04.
WHEREAS, the plans and specifications have been presented to the City Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA THAT:
1. Such plans and specifications are hereby approved.
2. The City Clerk shall prepare and cause to be published on the City website and QuestCDN an advertisement for bids
upon the making of such improvement under such approved plans and specifications. The advertisement shall be
published for 21 days, shall specify the work to be done, shall state the bids will be received by Hakanson Anderson
Associates, Inc. until 2:00 PM on September 9, 2026, at which time they will be publicly opened by Hakanson Anderson
Associates, Inc., will then be tabulated, and will be considered by the City Council at 7:00 PM on September 14, 2026,
in the Council Chambers (8899 Nashua Avenue NE).
ADOPTED by the Otsego City Council this 10th day of August, 2026.
