City staff recommend the City Council adopt a resolution ordering improvement and preparation of plans.

BACKGROUND/JUSTIFICATION:
The recommended improvement to 65th Street includes widening the existing gravel street to 46 feet wide with curb
and gutter, typical of other City of Otsego industrial street sections. Water, sewer, storm water, and pedestrian trail
will also be placed within the right of way.
The improvements will be paid for by the benefiting property owner in accordance with a Public Improvement and
Special Assessment Agreement up to the amount of $1,688,516.05.
Pending approval, the City Engineer will begin project design, with anticipated bidding during the winter, and
construction of the project initiating in 2027.

RESOLUTION NO: 2026-64
RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS
WHEREAS, the City Council approved a final plat and development contract for Jacobs Plat 2nd Addition between the City and
Endeavor Investments XII, LLC on July 27, 2026; and
WHEREAS, the improvement of 65th Street to an urban industrial street and installation of respective water, sanitary sewer,
storm water, and pedestrian trail infrastructure were conditions of approval; and
WHEREAS, the developer, Endeavor Investments XII, LLC requested the City undertake the public improvements; and
WHEREAS, the City Council approved a Public Improvement and Special Assessment Agreement between the City and
Endeavor Investments XII, LLC on July 27, 2026; and
WHEREAS, the Public Improvement and Special Assessment Agreement outlines that the improvements will be assessed to
the property and that the developer waives any appeal rights otherwise available pursuant to Minnesota Statute §429.081;
and
WHEREAS, the City Council has met to discuss and review the improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. Hakanson Anderson is hereby designated as the engineer for this improvement and are hereby directed and
authorized to prepare plans and specifications for the making of such improvements.
