RES 2026-29 Adopting Findings of Fact and Approving a Conditional Use Permit for Well House #3 - Water Treatment Plant (CORRECTED 2026.08.03) 3. The proposed use's conformity with all performance standards contained within the Zoning Ordinance and other provisions of the City Code. Finding: The proposed municipal well will comply with the applicable requirements of the Zoning Ordinance and City Code. 4. Traffic generation of the proposed use in relation to capabilities of streets serving the property. Finding: The proposed use will not generate any traffic beyond service trips by Utilities Department staff, which is within the capacity of Kalland Avenue as a local industrial street. 5. The proposed use can be accommodated by existing public services and facilities and will not overburden the City's service capacity. Finding: The City has planned for development of the Well House #3 – Water Treatment Plant to provide service capacity in accordance with the Comprehensive Plan, Water System Master Plan, and Capital Improvement Plan. WHEREAS, the Planning Report dated 1 April 2026 prepared by the City Planner, The Planning Company LLC, is incorporated herein. WHEREAS, the Planning Commission conducted a public hearing at their regular meeting on 6 April 2026 to consider the application, preceded by published and mailed notice; based upon review of the application and evidence received, the public hearing was closed and the Planning Commission recommended by a 6-0 vote that the City Council approve the request based on the aforementioned findings. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA THAT the findings of fact outlined herein are adopted and the application for Conditional Use Permit is approved based upon the foregoing information and applicable ordinances, subject to the following conditions: 1. Once approved, no changes, modifications or alterations shall be made to any plan detail, standard, or specifications for Well House #3 – Water Treatment Plant without prior submission of a plan modification request to the Zoning Administrator for review and approval. 2. The design and construction specifications for access and off-street parking areas shall be subject to review and approval of the City Engineer. 3. All exterior lighting shall be subject to review and approval of the Zoning Administrator. 4. Any exterior storage of waste containers shall comply with requirements of Section 11 -18-4.C of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. 5. All stormwater management issues shall be subject to review and approval of the City Engineer. 6. All utility plans shall be subject to review and approval of the City Engineer.
