2026.07.13 City Council Meeting MinutesOTSEGO CITY COUNCIL MEETING MONDAY, JULY 13, 2026 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, Fire Chief Jim McCoy, City Planner Dan Licht, City Engineer Ron Wagner, City Attorney Dave Kendall (*), and City Clerk Audra Etzel. Attended via video conference (*). Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Presentations: 1.1 Oath of Office — Firefighter Aaron Ende. 1.2 Oath of Office — Firefighter Grant Carlson, Mayor Stockamp performed the duty of swearing in of Fire Captain Aaron Ende and Firefighter Grant Carlson. Their family's had the honor of the badge pinning. The City Council welcomed and congratulated the new Firefighters. 2. Open Forum: Mayor Stockamp opened the Open Forum at 7:06 PM. Wright County Commissioner Jeanie Holland provided updates regarding the Sheriff's contract and the 2027 budget. Charles Heidger followed up on a previously reported code violations at 9502 Parkington Avenue NE. Gabe Davis followed up on a previous complaint regarding weeds and questioned Council Member Goede about her appointment as a Cadet to the Otsego Fire Department. (sable Grimm had concerns regarding Firefighter Goede and the City's spending. David Swaab appreciates the City investing in the community and supporting the Fire Department Mayor Stockamp closed the Open Forum at 7:26 PM. All in favor. Motion carried S-0. 4. Consent Agenda: 4.1 Approve Claims List. 4.2 Approve City Council Meeting Minutes. A. June 22, 2026, Meeting. Be June 22, 2026, Special Meeting. 4.3 Approve City Council Special Compensation for June 2026. 4.4 Adopt Resolution 2026-52 Accepting a Donation from Girl Scout Troop #18170. 4.5 Accept Quotes and Authorize the 2026 Trail Maintenance Project. 4.6 Approve Hirings for the Parks Supervisor and Park Maintenance I Positions. 4.7 Approve Pay Application #4 (Final) for the 80th Street Trail Improvements Project. 4.8 Approve an Election Equipment Lease Agreement — Wright County. 4.9 Approve an Off -Sale Liquor License. 4.10 South Central Water Treatment Plant: A. Adopt Ordinance 2026-10 Amending the Zoning Map. B. Adopt Resolution 2026-53 Approving Findings of Fact and a Conditional Use Permit. CM Dunlap motioned to approve the consent agenda as written, seconded by CM Tanner. All in favor. Motion carried S-0. 5. City Council Reports and Updates. CM Goede read a statement regarding her appointment as a Cadet to the Otsego Fire Department, CM Dunlap stated a rebuttal to CM Goede's statement. CM Lund asked if there is a conflict of interest with a councilmember applying to be on the Fire Department. City Attorney Kendall said there has not been a conflict of interest, CM Goede would only need to recuse herself if there is a financial benefit. CM Tanner noted councilmembers in the past have recused themselves if there is a conflict. CM Dunlap quoted a statute regarding a conflict of interest, applying the statute to CM Goede being appointed to the Otsego Fire Department. City Attorney Kendall provided his opinion that CM Goede did not have a conflict of interest. CM Dunlap said the City Attorney represents the City of Otsego to ensure the City is not exposed to liability. Hille noted the hiring was an open recruitment and the City cannot exclude a councilmember if they meet the requirements, and that city employment is not considered a contract. Flaherty said staff have not been provided with the documents being referenced and noted part-time employment of councilmembers is not prohibited. City Administrator/Finance Director Flaherty is looking to schedule a Special City Council meeting to review the draft 2027 budget. Mayor Stockamp motioned to schedule a Special City Council meeting for August 11, 2026, at 5:00 AM, seconded by CM Goede. All in favor. Motion carried 5-0. Hille provided a recruitment update. Flaherty provided an update on the Minnesota Department of Natural Resources $500,000 grant awarded to the Prairie Park Phase 1 project, Foss Swim School groundbreaking, school district referendum, and youth organizations. Etzel provided election updates. City Planner Licht said there is a Planning Commission Meeting on July 20tn Fire Chief McCoy provided updates regarding Fire Marshal Smith, fire equipment, equipment purchases, firefighter training, and thanked the City Council for swearing in the newest members. Sergeant Oltmanns, Wright County Sheriff's Office provided updates on new hires, increased call volume due to weather, community events, traffic complaints, and recent accidents. 7.
