City staff recommends issuance of a temporary one day on-sale liquor license to the Otsego Lions Club, Inc.

BACKGROUND/JUSTIFICATION:
The Otsego Lions Club, Inc. (the Lions) are requesting to hold their annual Beer Garden at the Otsego Prairie Festival
on Saturday, September 12, 2026. Minnesota Statutes allows the City to issue a temporary liquor license to non-
profit organizations in existence for at least three years. The Otsego Lions were established in 2013 and have
submitted all the necessary paperwork, including the $75 fee, and a certificate of liability insurance.
The Lions are asking for approval for alcohol in the entire park as they have been approved for in the past. The City
Code allows people to bring alcohol into City parks. A site plan has been attached that shows the layout of the beer
tent location. Alcohol will be served primarily from within the tent. The Lions also sell alcohol from coolers
throughout the park area. The Lions will provide security/personnel at the point-of-sale to identify and wristband
those of legal age to consume alcohol. The Lions will be responsible for serving the beverages and verification that
the patron has a wristband.
The temporary liquor license application and certificate of liability insurance are on file at the City Clerk’s office. The
application must be mailed to the Alcohol and Gambling Enforcement Division at least 30 days prior to the event for
approval before becoming valid.

Motion to approve the issuance of a temporary on-sale liquor license to the Otsego Lions Club, Inc. for the Otsego
Prairie Festival to be held on September 12, 2026, subject to the following stipulations:
1. Otsego Lions personnel will identify and wrist band those of legal age to consume alcohol.
2. Otsego Lions personnel will be responsible for verifying persons being served alcohol have a required
wristband as verification of legal age.
3. All alcohol service shall cease at 10:00 PM.
4. The Otsego Lions Club is responsible for setup prior to the event.
5. The Otsego Lions Club shall clean up at closing time and assist with clearing of the establishment.
