City staff is recommending the City Council approve plans and specifications for public bid and pre-procurement of two
wetland bridges.

BACKGROUND/JUSTIFICATION:
The City of Otsego has developed an extensive trail system that provides residents with safe opportunities to walk, run,
and bike throughout the community. As development continues, the City remains committed to completing trail
connections that improve accessibility and expand the overall trail network.
This project will construct approximately 1,790 feet of new 10-foot-wide bituminous trail connecting the existing
sidewalks and trails within the Meadows of Otsego neighborhood to the Lefebvre Creek Greenway trail system.
Hakanson Anderson has completed the plans and specifications, and the project is ready to be advertised for bids.
To complete the 2026 trail projects, two wetland bridges are required. One 130-foot bridge will be located within the
Meadows of Otsego trail corridor, while a second 110-foot bridge will complete a trail connection along the Otsego
Creek Greenway within the Prairie Pointe development.
Staff is recommending pre-procurement of both bridges prior to bidding the trail project. Quotes were obtained from
Helico Contracting. Staff evaluated similar bridge installations in neighboring communities and determined this bridge
system provides the durability, appearance, and low-maintenance design desired for Otsego's trail system.
Pre-procuring the bridges provides several benefits. The Helico system utilizes helical pile foundations, allowing
installation with minimal wetland disturbance while performing well in poor soil conditions. Ordering the bridges now
also allows the City to secure materials with extended lead times, helping keep the project on schedule. Secondly,
purchasing the bridges directly eliminates contractor markup that would otherwise be included if the bridges were
procured through the trail contractor.
The estimated project costs are as follows:
• Trail Construction: $388,531.00
• Meadows of Otsego Wetland Bridge: $127,716.00
• Prairie Pointe Wetland Bridge: $119,080.00
• Bridge Design, Construction Administration, and Staking: $37,019.40
The total estimated project cost is $672,346.40, which is below the post-design engineer's estimate of $675,450.00.
The Public Works Subcommittee reviewed this request at its July 15, 2026 meeting and recommends consideration of
approval by the City Council.
