Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Michelle Lund, and Corey Tanner.
City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, Parks and Recreation Director Nick Jacobs, Fire
Chief Jim McCoy, City Planner Dan Licht, City Engineer Ron Wagner, City Attorney Dave Kendall,
and City Clerk Audra Etzel. Absent: Councilmember Tina Goede.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM.
Kathy Coles, 15613 90th Street NE provided an updated photo of Coborn's showing they have
not completed the screening. City Planner Licht said a second citation has been sent to
Coborn's, noting another citation will be sent next week.
Gabe Davis has concerns regarding noxious weeds in ditches alongside City roads and the
potential hiring of a Council Member as a Part -Time Firefighter Cadet.
Mayor Stockamp closed the Open Forum at 7:06 PM.
2. Consider Agenda Approval:
CM Dunlap asked to have items 3.3, 3.11, and 3.12 removed from the consent agenda for
discussion, adding items 5.1.F, 5.1.G, and 5.1.H.
CM Dunlap motioned to approve the agenda as amended, seconded by CM Tanner. All in
favor. Motion carried 4-0.

4. Planning:

City Planner Licht reviewed the staff report and presentation.
Kendra Lindahl representing Landform and Craig Dollansl<y representing Boyd Dollansky LLC
agree with the staff report and were present to answer questions.
CM Dunlap asked about the 65' setback along Kadler Avenue. City Planner Licht said the
County has the street proposed as a future county road and their setback is 75'I the City has
reduced the rear yard setback to accommodate the potential expansion by Wright County.
CM Dunlap motioned to adopt Ordinance 2026-09 amending the Zoning Map and adopt
Resolution 2026-51 adopting findings of fact and approving a PUD Development Stage Plan
and Preliminary Plat for Zachman Meadows 2"d Addition, subject to the conditions as stated,
seconded by CM Lund. All in favor. Motion carried 4-0.
5. Public Safety:
5.1 Fire Department Staffing.

Fire Chief McCoy reviewed the staff reports.
The City Council discussed the Fire Captain applicants and the ng timeline. Flaherty said the
hiring timeline was discussed at the February meeting and the majority of the Council agreed to
move up the hiring dates.
Mayor Stockamp motioned to approve hiring of Aaron Ende to the position of Fire Captain, at
Pay Grade 9, Step 1, seconded by CM Lund.
CM Dunlap believes the actions presented tonight stem from the City creating a fire
department, which he has not supported, and therefore will be voting against this item.
Voting in favor: Stockamp, Lund, and Tanner. Voting against: Dunlap. Motion carried 3-1.
Fire Chief McCoy clarified staff is proposing to hire one Fire Captain and one Full -Time Fire
Fighter instead of two Fire Captains and therefore is presenting a job description for the Full -
Time Firefighter for consideration of approval.
CM Tanner motioned to approve the Full -Time Firefighter Job Description, seconded by CM
Lund.
CM Dunlap believes the actions presented tonight stem from the City creating a fire
department, which he has not supported, and therefore will be voting against this item.
Voting in favor: Stockamp, Lund, and Tanner. Voting against: Dunlap. Motion carried 3-1.
CM Lund motioned to approve hiring of Grant Carlson to the position of Full -Time Firefighter,
at Pay Grade 7, Step 1, seconded by CM Tanner.
CM Dunlap believes the actions presented tonight stem from the City creating a fire
departmentI which he has not supported, and therefore will be voting against this item.
Voting in favor: Stockamp, Lund, and Tanner. Voting against: Dunlap. Motion carried 3-1.
Mayor Stockamp was impressed with the number of applicants for the Part -Time Firefighter
position. CM Tanner asked about the hiring requirements to apply. Fire Chief McCoy said they
focused on Otsego applicants and all applicants were given the same interview question and
treated equally.
City Attorney Kendall said if Council Member would have a potential benefit, they would be
asked to recuse themselves from the discussion and vote.

CM Lund motioned to approve the hiring of 22 Part -Time Firefighter Cadets presented above
at an hourly rate of $16.00 per hour, seconded by CM Tanner.
CM Dunlap has concerns regarding a Council Member applying for a position that was part of
the creation of the Fire Department and becoming a paid beneficiary, noting there was no
public input.
Mayor Stockamp noted the pay is $16 per hour and any of the City Council could have stepped
up and applied. CM Lund asked if anyone is willing to put their life on the line for $16 per hour.
CM Tanner asked about the ethics of Council Members serving in the Fire Department. City
Attorney Kendall said this is not uncommon and the Council Member would be asked to recuse
themself if there were a discussion and vote involving a personal benefit.
Fire Chief McCoy said the training will start in July and response to calls starting in January of
M27.
Fire Chief McCoy said he has worked with other Council Members that have served in the Fire
Department, CM Dunlap thinks this case is different since the Council Member helped create
the Fire Department.
Voting in favor: Stockamp, Lund, and Tanner. Voting against: Dunlap. Motion carried 3-1.
5.1.F Approve Pay Application #18 for the Fire & Emergency Services Facility Project.
CM Dunlap opposes this action because the City receives services from the existing contract
providers at a price point that is cost-effective for the taxpayers, noting the cost to date.
CM Tanner motioned to approve Pay Application #18 in the amount of $311,760.88 for work
completed on the Fire Station project, seconded by CM Lund. Voting in favor. Stockamp,
Lund, and Tanner. Voting against: Dunlap. Motion carried 34.
5.1.G. Accept Quote and Authorize Procurement —Portable 800mhz Radios.
CM Dunlap believes the actions presented tonight stem from the City creating a fire
department, which he has not supported, and therefore will be voting against this item.
CM Tanner motioned to accept the quote from DSC Communications and to authorize
procurement of radios, equipment, and programming in the amount of $204,000.84,
seconded by Mayor Stockamp. Voting in favor: Stockamp, Lund, and Tanner. Voting against:
Dunlap. Motion carried 44.
5.1.1-1. Accept Quotes and Authorize Procurement —Self Contained Breathing Apparatus

CM Dunlap believes the actions presented tonight stem from the City creating a fire
department, which he has not supported, and therefore will be voting against this item.

CM Lund motioned to accept the quotes and authorize the purchase of the SCBA and related
equipment from Alex Air Apparatus in the amount of $245,661, seconded by CM Tanner.
Voting in favor: Stockamp, Lund, and Tanner. Voting against: Dunlap. Motion carried 34.
6. City Council Reports and Updates:
A. Heritage Preservation Commission CM Tanner said the Commission toured the
Fire Station and discussed Otsego history.
B. Parks and Recreation Commission Liaison CM Lund said the Commission
reviewed Prairie Parl< Phase 1, Lily Pond Parl< update, and Farmers Market on Tuesdays.
Co Planning Commission Liaison CM Dunlap said the Commission met last week to
review applications and the South -Central Water Treatment Plant, and their next commission
meeting is July 61h at the Fire Station.
D. Public Safety Commission Liaison Mayor Stockamp said the Commission is now
meeting at the Fire Station and they discussed speeding on Radford Avenue.
7. Staff Reports and Updates:
Hille said the Farmers Market is open and the City has a booth to engage with visitors and
provide communication opportunities.
Flaherty said he will be out of the office attending a conference next week, provided a reminder
that City Hall will be closed next Friday in observance of the Independence Day Holiday, and to
watch for email communications with a poll to schedule a budget meeting.
Etzel provided election updates including campaign finance reports, absentee/early voting, and
candidate filing periods.
City Engineer Wagner provided updates on the mill and overlay project.
Jacobs provided update on the Prairie Parl< Phase I, Lily Pond Parl<, and I<ayal< rentals.
Fire Chief Mccoy provided updates on the Fire Marshall and apparatus delivery schedule.
Sergeant Jason Oltmanns, Wright County Sheriff's Office provided updates regarding Lily Pond
Parl<trafficI speeding, safety plans for elected officials, and mental health calls.
