SPECIAL OTSEGO CITY COUNCIL MEETING
MONDAY, JUNE 22, 2026

Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Michelle Lund, and Corey Tanner.
City Staff: City Administrator/Finance Director Adam Flaherty, Parks and Recreation Director
Jacobs, and City Clerk Audra Etzel. Absent: Councilmember Tina Goede.
1.2025 Audit – Presentation by BerganKDV.
Nancy Schulzetenberg, BerganKDV presented the summary of the 2025 audit that included the
review of the Communications Letter. The auditors expressed an unmodified opinion on the
City’s financial statements. Ms. Schulzetenberg also noted testing of Minnesota Legal
Compliance, Government Auditing Standards, and the Single Audit, which had no findings.
CM Dunlap asked about the 45% required fund balance. Flaherty noted the audit showed the
fund balance at 52% and that this overage will be discussed as part of the budget review
process.
CM Dunlap asked about the stormwater increase. Flaherty said the City Council agreed to
increase the fees over time to better cover the expenses.
Flaherty noted this will be adopted at the regular meeting tonight.
2.Prairie Park Phase 1 Improvements – Presentation by HKGi.
Parks and Recreation Director Jacobs provide a brief update.
Hannah Florer and Gabrielle Grinde, HKGi reviewed the Prairie Park Phase 1 Improvements
presentation.
The City Council discussed the entry signage, new storage building, court usage, bioswale look
and maintenance, blending the proposed buildings with existing buildings, bleachers and
shelter at the ballfields, veteran’s memorial regarding noise, central plaza having an art or prop
to create a photograph opportunity, playground color scheme , concession stand, shelter
lighting, and sledding hill relocation.
HKGi reviewed the preliminary cost estimate overview noting several possible cost savings and
next steps.

CM Dunlap motioned to adjourn at 6:46 PM, seconded by CM Lund. All in favor. Motion
carried 4-0.
