Call to Order.
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, Fire Chief Jim McCoy, City Planner Dan Licht, City
Engineer Ron Wagner, City Attorney Dave Kendall, and City Clerk Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM.
Wright County Commissioner Jeanie Holland thanked Representative Paul Novotny for his
service and will miss him as he is not running for reelection.
MN State Representative Paul Novotny said it has been an honor to represent the City of
Otsego. The City Council thanked Representative Novotny for his years of service.
Mayor Stockamp closed the Open Forum at 7:06 PM.
2. Consider Agenda Approval:
CM Dunlap motioned to approve the agenda as written, seconded by CM Tanner. All in favor.
Motion carried S-0.
3. Consent Agenda:
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. Mav 26, 2026, Meeting.
3.3 Approve City Council Special Compensation for Mav 2026.
3.4 Approve Pav Application #20 for the Wellhouse 4 Treatment Improvements Proiect.
3.5 Approve Pay Application #1 for the Martin Farms Lift Station No. 4 Improvements
Project.
3.6 Approve Pay Application #1 for the Lily Pond Park Improvements Project.
3.7 Approve One Hour Citv Hall Closure on June 23. 2026, for the Emplovee Summer
Recognition Event.
3.8 Adopt Resolution 202645 Accepting a Donation from Coborn's.
3.9 Approve the Renewal of the City's Workers Compensation Insurance Coverage.
3.10 Adopt Resolution 2026-46 Declaring Position Eligibility for the Police & Fire PERA

3.11 Approve Hiring for a Recreation Leader Position.
CM Dunlap motioned to approve the consent agenda as written, seconded by CM Tanner.
All in favor. Motion carried 5-0.
4. Administration:
4.1 Absentee/Early Voting Periods.
A. Presentation by City Clerk Etzel.
Be Consider Approval of Selection of 18-Day Early Voting Period.
City Clerk Etzel reviewed the staff report and presentation.
CM Tanner motioned to select the option to conduct 18-days of in person Early Voting at the
City of Otsego for the 2026 Primary and General Elections, seconded by CM Goede. All in
favor. Motion carried 5-0.
5. Public Safety:
5.1 Fire Marshal Contract.
A. Presentation by Fire Chief McCoy.
Be Consider Approval of a Contract Fire Marshal Agreement.
Fire Chief McCoy reviewed the staff report and presentation.
CM Tanner asked how many hours per week are anticipated for the Fire Marshal position. Fire
Chief McCoy said they are estimating 20 hours per week.
CM Dunlap questioned the contract regarding payment needing to be paid within 15 or 35 days
and the authority to order equipment. Fire Chief McCoy said the payment due date language is
being corrected and if equipment/supplies are needed this allows the Fire Marshal to make
recommendations for purchases.
CM Dunlap asked how the fire (<ey boxes will be paid for and how staff propose paying for the
Fire Marshal position. Fire Chief McCoy said fire key boxes are typically paid for by the property
owner. Flaherty presented financing options showing the building permit revenue is on track to
be able to cover the Fire Marshal position, noting staff will include in future budgeting. CM
Dunlap said the 2026 funds used for the Fire Marshal position could have been used to reduce
the 2027 budget.
CM Lund asked how a Fire Marshal position would typically be budgeted. Flaherty said staff
would include funds within the Fire Department budget. Mayor Stocl<amp noted Interim Fire
Chief Scott pointed out this funding gap earlier this year.
CM Goede motioned to approve a Contract Fire Marshal Agreement between the City of
Otsego and Cary Smith, dba FCA, LLC, subject to final agreement review by the City Attorney,
seconded by CM Tanner.

CM Dunlap said this position was not included in the 2026 budget and this is not the only
expense that was not included, when will the City stop approving unfunded expenses.
CM Lund asked for clarification on the budgetary comments. CM Dunlap said the 2026 budget
is 50% over budget. Flaherty said the City Council reviewed the budget overages at a meeting
in February when position recruitment timelines were adjusted.
Voting in favor: Stockamp, Goede, Lund, and Tanner. Voting against: Dunlap. Motion carried
4-1.
6. City Council Reports and Updates.
CM Dunlap said the Planning Commission will meet next Monday.
Mayor Stockamp said the next Public Safety Commission meeting will be at the fire station.
CM Tanner thanked the Utility Department for their prompt reply to help a resident.
CM Goede thanked the Wright County dispatch employee for being professional on a recent
call.
7. Staff Reports and Updates:
7.1 Consider Scheduling a Special City Council Meeting at 5:30PM on June 22, 2026.
City Administrator/Finance Director Flaherty is looking to schedule a Special City Council
meeting for a presentation from the audit firm and to receive updates on the Prairie Park Phase
1 survey results and the project design process.
Mayor Stockamp motioned to schedule a Special City Council meeting for June 22, 2026, at
5:30 PM, seconded by CM Dunlap. All in favor. Motion carried 5-0.
Etzel said the photo contest has started and photos are being accepted.
Sergeant Jason Oltmanns, Wright County Sheriff's Office thanked Representative Novotny for
representing law enforcement and provided updates on summer call volume increase,
motorized bikes and scooters, and the upcoming Albertville Friendly City Days.
Representative Walter Hudson was in attendance to thank Representative Novotny.
Fire Chief McCoy provided updates regarding community partners providing medical direction
and assisting with equipment needs, building progress, engine and tower equipment review
and training, and the Fire Marshal position.
8. Adjourn:
CM Tanner motioned to adjourn at 7:36 PM, seconded by CM Goede. All in favor. Motion
carried 5-0.
