City Staff are recommending City Council approval of Pay Application #4 to C & L Excavating, Inc.

BACKGROUND/JUSTIFICATION:
This pay application is for restoration efforts completed and a reduction in retainage from 5% down to 1% based on
substantial completion and only a single remaining item left on the punch list, which is City acceptance of operation and
maintenance manuals.
In accordance with Minnesota Statute, the City is withholding 1% retainage of work completed, which amounts to
$9,430.95.
