City staff recommend the City Council authorize a Request for Proposals (RFP).

BACKGROUND/JUSTIFICATION:
Construction of the Fire Station Facility created approximately 40,000 CY of excess soil from excavation of the building
site, the regional storm water pond on site, and general site grading. The excess soil is of a sandy nature and has
value to contractors as good clean fill. Staff have proposed removing the soil pile created by obtaining proposals from
qualified contractors. A short plan and specifications have been developed to ensure the contractor understands the
timeline of removal, how the material is to be removed in accordance with erosion control necessary and the level of
restoration the City expects.
City staff will solicit proposals from local contractors through a similar process to that of obtaining bids by posting the
opportunity on the City website, direct communication with contractors, and with assistance of Kraus-Anderson who
serves as the Construction Manager on the project.
Once proposals are received, the City Attorney will prepare a contract document outlining the terms and conditions of
the agreement and consideration of acceptance by the City Council at a future meeting.
The Public Works Subcommittee was presented this information at their June 17 meeting and provided a
recommendation for consideration of approval by the City Council.
