April 21, 2026
7:00 PM
Call to Order.
Chair Kitty Baltos called the meeting to order at 7:00 PM.
Roll Call: Commissioners: Angie Dehn, Kurt Baldry, Matt Danzl, Stephanie McCool
Joe Tyberghein Kim Shelmidine and Jeremy Willgohs
City Council Members: Michelle Lund, Corey Tanner, and Ryan Dunlap.
Staff: Nick Jacobs, Parks and Recreation Director and Connie Schwecke, Recreation
Supervisor.
1. Open Forum.
2. Consider Agenda Approval.
Chair Baltos requested to amend the Agenda to add 5.1 Election of Officers to
the beginning of the meeting.
Commissioner Dehn motioned to approve the amended agenda.
Seconded by Commissioner McCool. All in favor. Motion carried.
3. Consider Meeting Minutes.
3.1 February 17, 2026, Meeting Minutes.
Commissioner Tyberghein motioned to recommend to the City Council
to approve the February 21, 2026, meeting minutes as written. Seconded
by Commissioner Baldry. All in favor. Motion carried.
4. Unfinished Business.
4.1 Prairie Park Phase 1
Parks and Recreation Director Jacobs introduced Gabrielle Grinde and Hannah
Schmitz from HKGi, who presented the Prairie Park Phase 1 plans. The
commissioners discussed the proposed location and orientation of the new park
pavilion, as well as various playground concepts. The commissioners agreed that
a custom-designed playground was not the most budget-effective option. There
was consensus on the importance of gathering community input and utilizing the
City’s social media platforms to better explain financing and funding options to
residents, including how the City can support implementation of the plan.
Regarding the Veterans Memorial, one commissioner expressed support for the
Zimmerman memorial design instead of just flags. Discussion on ballfield
improvements included the need for additional portable toilets, a large concrete
pad to accommodate them, and expanded storage
5. Unfinished Business.
5.1 Election of Officers
Chair Baltos asked for nominations for chair.
Commissioner Dehn nominated Kitty Baltos for chair. No other nominations were
voiced.
Chair Baltos asked for nominations for vice chair.
Commissioner Tyberghein nominated Angie Dehn for vice chair. No other
nominations were voiced.
Chair Baltos asked for a voice vote for chair.
The vote was 6 yeh and 1 abstained, as a matter of record, Kitty Baltos
was elected chair.
Chair Baltos asked for a voice vote for vice chair.
The vote was 6 yeh and 1 abstained, as a matter of record, Angie Dehn
was elected vice chair
5 Parks and Recreation Update.
Parks and Recreation Director Jacobs provided the Parks update and Recreation
Supervisor Schwecke provided the Recreation update.
6 City Council Reports.
City Council Member Lund provided the City Council update.
7 Adjourn.
Commissioner Dehn Danzl motioned to adjourn. Seconded by
Commissioner Danzl. All in favor. Motion carried. Adjourned at 8:29
P.M.
