OTSEGO PARKS AND RECREATION Commission Meeting
Prairie Center
February 17, 2026
7:00 PM
Call to Order.
Chair Kitty Baltos called the meeting to order at 7:00 PM.
Roll Call: Commissioners: Angie Dehn, Kurt Baldry, Matt Danzl,
and Joe Tyberghein.
Absent: Commissioners: Jessica Schaffer and Stephanie McCool
City Council Members: Michelle Lund, and Corey Tanner.
Staff: Nick Jacobs, Parks and Recreation Director and Connie Schwecke, Recreation
Supervisor.
1. Open Forum.
2. Consider Agenda Approval.
Commissioner Dehn motioned to approve the agenda. Seconded by
Commissioner Baldry. All in favor. Motion carried.
3. Consider Meeting Minutes.
3.1 January 20, 2026, Meeting Minutes.
Commissioner Danzl motioned to recommend to the City Council to
approve the January 20, 2026, meeting minutes as written. Seconded by
Commissioner Tyberghein. All in favor. Motion carried.
4. Unfinished Business.
4.1 Prairie Park Phase 1
Parks and Recreation Director Jacobs presented a memo reviewing the history of the
Prairie Park Master Plan and the revisions now identified as Prairie Park Phase 1. He
outlined a tentative planning timeline and a proposed communication plan to guide the
project moving forward.
The Commission emphasized that communication will be vital as the project proceeds
and discussed the importance of being proactive rather than reactive. Identifying which
populations would be impacted by proposed improvements and clearly communicating
maintenance costs and long-term sustainability were noted as priorities. The
Commissioners acknowledged that Prairie Park continues to see strong community use
and remains an important asset
After discussion, the commissioners agreed to proceed with the proposal.
Commissioner Tyberghein motioned to recommend to the City Council to
approve HKGi and the HAA planning proposals for Prairie Park Phase 1 in
the combined amount of $357,500. Seconded by Commissioner Dehn. All
in favor. Motion carried.
5. New Business.
6. Parks and Recreation Update.
Parks and Recreation Director Jacobs provided the Parks update and Recreation
Supervisor Schwecke provided the Recreation update.
7. City Council Reports.
City Council Member Lund provided the City Council update.
8. Adjourn.
Commissioner Danzl motioned to adjourn. Seconded by Commissioner
Dehn. All in favor. Motion carried. Adjourned at 8:10 P.M.
