SPECIAL OTSEGO CITY COUNCIL MEETING
MONDAY, MAY 11, 2026

Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, Parks and Recreation Director Jacobs, and City
Clerk Audra Etzel.
1.2026 City Council Goal Setting:
City Administrator/Finance Director Flaherty and Assistant City Administrator/Human
Resources Hille distributed the 2026 City Council Goals PowerPoint presentation to the City
Council.
Flaherty and Hille prepared a list of the priority goals the City Council had identified at the
previous meeting and incorporating the goals from an updated survey sent to City Staff.
Priority Items/Goals Included:
•Implement Fire Code and Emergency Planning
•Complete Drinking Water Improvements
•Increase Community Engagement and Trust
•Improve Project and Process Communication
•Continue Community Education on Municipal Operations and Processes
•Undertake Future Facility and Site Planning
•Identify Federal and State Funding Opportunities
•Explore Public and Private Partnerships
The City Council had extensive discussions on the goals, provided feedback and directed staff to
continue to focus on the goals incorporating metrics to measure the progress.
Flaherty and Hille outlined the next steps of the process which will include prioritizing the goals
and include funding in future budget processes.
Flaherty and Hille will update the City staff on the goals. Staff will provide a future update with
proposed metrics.

CM Goede motioned to adjourn at 6:48 PM, seconded by CM Tanner. All in favor. Motion
carried 5-0.
