OTSEGO CITY COUNCIL MEETING
MONDAY, MAY 11, 2026

Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, Parks and Recreation Director Nick Jacobs, City
Planner Dan Licht, City Engineer Ron Wagner, City Attorney Dave Kendall (*), and City Clerk
Audra Etzel.
Attended via video conference (*).
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1.Presentations:
1.1 Oath of Office – Fire Chief James McCoy.
Mayor Stockamp performed the duty of swearing in Fire Chief James McCoy and Wanda McCoy
had the honor of the badge pinning. The City Council welcomed and congratulated Chief
McCoy.
1.2 Bank of Elk River - Donation.
Parks and Recreation Director Jacobs said the Bank of Elk River would again like to partner with
the Parks and Recreation Department by donating $9,000 to provide free and reduced cost
recreation opportunities throughout the year. This is their 1 3th year partnering with the Parks
and Recreation Department, donating over $85,000 and hundreds of volunteer hours.
Alex Safe and LeRoy Lindenfelser from the Bank of Elk River thanked the City for their
partnership and presented the City of Otsego with a check for $9,000.
The City Council thanked the Bank of Elk River for their contribution and commitment to the
Otsego community and look forward to continuing this partnership into 2026 and beyond.
2.Open Forum:
Mayor Stockamp opened the Open Forum at 7:10 PM.
David Greeman, 16773 72nd Circle NE and Chair of the Public Safety Commission said the
Commission requested a proclamation to recognize Public Safety and Deputy Clerk Kalland
prepared a proclamation that was adopted by the City Council. Chair Greeman read the
Proclamation declaring May, annually, as Public Safety Month.

Wright County Commissioner Jeanie Holland provided handouts from the 2026 Local Board of
Appeal presentation, and gave an update on valuations, noting Otsego’s net percent change
was low compared to other cities. The growth in Wright County along with sales has caused
valuations to increase, noting the assessors are required to value properties at 100% of market
value. Commissioner Holland said the Homeowner’s Association bill recently passed.
Mayor Stockamp closed the Open Forum at 7:23 PM.
3. Consider Agenda Approval:
CM Dunlap motioned to approve the agenda as written, seconded by CM Tanner. All in favor.
Motion carried 5-0.
4. Consent Agenda:
4.1 Approve Claims List.
4.2 Approve City Council Meeting Minutes.
A. April 27, 2026, Meeting.
4.3 Approve City Council Special Compensation for April 2026.
4.4 Approve Pay Application #19 for the Wellhouse 4 Treatment Improvements Project.
4.5 Approve Pay Application #2 for the South-Central Wellfield Development Phase 1A
Project.
4.6 Approve Hiring for the IT Support Specialist Position.
4.7 Adopt Resolution 2026-38 Accepting a Donation from the Bank of Elk River.
4.8 Adopt Resolution 2026-39 Approving a Median Encroachment and Maintenance
Agreement.
4.9 Approve a Job Description and Authorize Recruitment – Parks Supervisor.
CM Dunlap motioned to approve the consent agenda as written, seconded by CM Tanner.
All in favor. Motion carried 5-0.
5. City Council Reports and Updates.
Mayor Stockamp said Touch a Truck is tomorrow at Prairie Park. CM Lund said there will be an
opportunity to provide feedback for the Prairie Park expansion plan.
CM Dunlap said there will be a Planning Commission Meeting on May 18 to consider planning
applications.
Mayor Stockamp said the Public Safety Commission meeting was moved to this Thursday.
CM Tanner noted the Heritage Preservation Commission meeting was moved to Tuesday, May
19, and will include a tour of the Fire Station prior to the meeting.
6. Staff Reports and Updates:
City Engineer Wagner provided an update on the mill and overlay project.
Sergeant Jason Oltmanns, Wright County Sheriff’s Office noted their staff are busy.

CM Goede motioned to adjourn at 7:29 PM, seconded by CM Lund. All in favor. Motion
carried 5-0.
