1.Call to Order:
This meeting was called to order at 6:30 PM, followed by the Pledge of Allegiance.
Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, Gregory Hubbard, Judy
Sibert, Rossamon Becker, and Jim Buchanan.
Absent: Loren Green, Kyle Heltemes.
City Council: Mayor Jessica Stockman, CM Tina Goede, CM Ryan Dunlap
2.Consider Agenda Approval:
Commissioner Hubbard motioned to approve the agenda as written. Seconded by
Commissioner Freiberg. All in favor. Motion carried 6-0.
3.Consider the Following Minutes: March 10, 2026
Commissioner Hubbard motioned to approve the minutes as written. Seconded by
Commissioner Freiberg. All in favor. Motion carried 6-0.
4.Open Forum:
None
5.Review Received Monthly Reports:
5.1 Albertville Fire Department
The department submitted the monthly report to the Commission in the meeting
packet.
5.2 Elk River Fire Department
The department submitted the monthly report to the Commission in the meeting
packet.
5.3 Rogers Fire Department
The department submitted the monthly report to the Commission in the meeting
packet.
5.4 Wright County Sheriff’s Department
Sergeant Jason Oltmanns provided an overview of the 2025 Wright County Sheriff's
Office report to the City of Otsego. Supporting documentation, including the monthly
report, was provided to the Commission in the meeting packet. The City’s projected

cost for 2026 is $2,098,750. The City currently contracts for 50 hours of daily service
provided by deputies.
5.5 Allina EMS
Operations Manager Brian Nord and Supervisor Tony Paliotto provided an overview of
the monthly report.They noted no significant change in response times and shared that
a new person is attending the academy. A monthly report was included in the meeting
packet for the Commission.
5.6 CentraCare EMS
The agency submitted the monthly report to the Commission in the meeting packet.
6.Report from Interim Fire Chief Mike Scott:
6.1 Fire Station Update:
Construction is still on track for the Fire station to be turned over to the City in June.
Furniture will be delivered later this month (May). Landscaping has begun.
6.2 Fire Apparatus Update:
Waiting for the final notice from the manufacturer regarding the inspection. Delivery is
slated for mid-June.
6.3 Hiring Updates – Fire Chief, Captains, Part-time Firefighters:
Fire Chief - A conditional job offer has been provided to Jim McCoy. Additional action by
the City Council will take place at the May meeting. The new Fire Chief’s start date is
May 11th.
Captains – 10 applications have been received. The application process closes in 10
days.
Part-time Firefighters - 50 applications have been received. The application process
closes in 10 days. Work is underway to create a series of questions for applicants,
which will be distributed via email. Planning has begun to establish a training schedule
and certification testing for part-time new hires, with the goal of them certifying as
firefighters and first responders within the first year of employment. The operational
goal is to have the station staffed with 3 personnel per shift to respond to calls for
service.
6.4 CRR Team Member Compensation Requests:
A motion was made to send a request to the City Council to compensate two people
from the CRR Group for services they have been providing in assembling equipment
and furniture for use in the fire station. Assembly of items by the vendor was not
included in the purchase.

Commissioner Freiberg motioned to approve the recommendation. Seconded by
Commissioner Becker. Motion carried 5-0. Commissioner Hubbard abstained.
6.5 Fire Service Contracts:
Currently, work is underway to establish Mutual Aid Agreements for Council
consideration and approval. The contract for services with Elk River FD may be
considered for termination. Tentative plan for staffing if a mutual aid request is
received: if another fire department requests mutual aid, the Otsego FD would send the
on-duty crew and call in part-time personnel to staff the station and respond to calls for
service.
6.6 Fire Department NERIS # and Knox Boxes:
The fire department has received ID # 27171793, its National Emergency Incident
Reporting System (NERIS) number, from the Minnesota Department of Public Safety.
Receipt of this number makes the department eligible for grants, State aid, and
reimbursements.
Research is underway to standardize emergency access to structures within the City by
fire department personnel, using the Knox Box system. Currently, two different systems
are in use within the City.

Commissioner Becker. All in favor. Motion carried 6-0.
