Call to Order:
Chair Alan Offerman called the meeting to order at 7:00 p.m.
Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky, Commissioners, Charles Foster, Tracy
Kincanon, Jill Metzger, and Laurie Jones.
Also Present: Councilmember Dunlap, Councilmember Lund and Mayor Stockamp
Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland

2.Consider the Following Minutes
2.1 March 2, 2026, Planning Commission Meeting
Commissioner Kincannon noted a typo regarding her name to be corrected.
Commissioner Kincanon motioned to approve March 2, 2026, minutes as amended. Seconded
by Commissioner Metzger. All in favor. Motion carried 6-0.
3.Public Hearing Items
3.1 Meridian Fields; Preliminary Plat
City Planner Licht gave the planning report.
Bryan Tucker, Summergate Development, 17305 Cedar Avenue #200, Lakeville, was present
and agreed with the planning report.
Chair Offerman opened the public hearing at 7:07 p.m.
No one from the public spoke.
Chair Offerman closed the public hearing at 7:07 p.m.
Commissioner Kincanon asked if the line of trees on Odean Avenue will be kept on the property
for screening purposes. Mr. Tucker stated they will attempt to keep the remaining trees.

Vice Chair Stritesky motioned to recommend approval of a Zoning Map amendment rezoning
the subject property to R5 District; a Planned Unit Development-Conditional Use Permit; and
preliminary plat of Meridian Fields subject to the 17 conditions listed on the planning report
dated March 30, 2026. Seconded by Commissioner Foster. All in favor. Motion carried 6-0.
3.2 Canvas Craft; Rezone, Site and Building Plan Review
City Planner Licht gave the planning report.
Matt Franta, applicant, 6459 Alvarado Lane, Maple Grove, was present and agreed with the
planning report.
Chair Offerman opened the public hearing at 7:16 p.m.
David Bakke, 5631 Quilley Avenue NE, has concerns with potential light glare and keeping a
landscaping buffer.
Chair Offerman closed the public hearing at 7:17 p.m.
City Planner Licht stated the lighting and landscaping are addressed in the listed conditions.
Commissioner Stritesky asked if the property owner was looking to rent out space in the
expanded building.
Mr. Franta stated not at this time.
Chair Offerman asked if there are concerns with having enough screening trees for the
surrounded residential properties. Mark Wolf, 16581 58th St NE, stated he has sufficient
screening of trees in his yard and feels most of the residential surrounding properties do.
Commissioner Stritesky motioned to recommend approval of a Zoning Map amendment and
Site and Building Plans for the property at 5650 Queens Avenue subject to the 10 conditions
listed on the planning report dated April 2, 2026. Seconded by Commissioner Jones. All in
favor. Motion carried 6-0.
3.3 Foss Swim School; PUD Development Stage Plan
City Planner Licht gave the planning report.
Duane Boris, applicant, 10050 Crosstown Circle Suite #650, Eden Prairie, was present. Mr. Boris
requested adding only windows to the north side of the building due to reflection and algae
concerns within the pool.

Commissioner Stritesky asked about using tine on windows on the south side of the building.
Mr. Boris said that has been tried at other locations with limited success. City Planner Licht said
that using false windows along the south elevation of the pool area would be sufficient and said
the items Mr. Boris outlined regarding the architecture of the building addressed City staff’s
recommendations in accordance with the conditions.
Commissioner Stritesky motioned for approval of a PUD Development Stage Plan for Foss
Swim School subject to 11 conditions listed on the planning report dated March 31, 2026.
Seconded by Commissioner Kincanon. All in favor. Motion carried 6-0.
3.4 City of Otsego Water Treatment Plant; Conditional Use Permit
City Planner Licht gave the planning report.
Chair Offerman opened the public hearing at 7:43 p.m.

Chair Offerman closed the public hearing at 7:43 p.m.
Commissioner Metzger asked whether a parking space for a single vehicle is necessary. City
Planner Licht stated this building will be accessed remotely so single vehicle parking will be a
rare occurrence.
Commissioner Stritesky motioned to recommend approval of a Zoning Map amendment and
Conditional Use Permit for Well House #3 – Water Treatment Plant, subject to the 6
conditions listed on the planning report dated April 1, 2026. Seconded by Commissioner
Metzger. All in in favor. Motion carried 6-0.

4.1 Updates on City Council actions
Councilmember Dunlap updated the Planning Commission on recent City Council actions.
4.2 Updates on future Planning Commission Items
City Planner Licht updated the Planning Commission on upcoming planning items.
5. Adjourn
Commissioner Kincanon motioned to adjourn. Seconded by Commissioner Foster. All in favor.
