2026.04.22 Special City Council Meeting MinutesSPECIAL OTSEGO CITY COUNCIL MEETING WEDNESDAY, APRIL 22, 2026 6:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 6:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Michelle Lund, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, City Planner Daniel Licht, and City Clerk Audra Etzel. Absent Councilmember Tina Goede, 1. Local Board of Appeal and Equalization. Comments by the Wright County Assessor's Office. Tammy Anderson, Assistant County Assessor; Jaimee Jensen, Appraiser; Adam Bloomquist, Appraiser; and Thomas Walzer, Appraiser, Assistant County Assessor Anderson presented the 2026 Wright County Assessment Overview that was included in the packet. CM Tanner asked if more appraisers would be needed due to the growth within the County. Assistant County Assessor Anderson said staff will continue to utilize technology before adding staff. CM Dunlap asked about manufactured home valuation growth. Assistant County Assessor Anderson said there were no new manufactured home properties, however due to changes in lot rents charged at existing properties, valuation increased significantly. CM Tanner asked about new construction value being included in the valuations. Assistant County Assessor Anderson said if the new construction is completed by January 2�d the valuation is added, otherwise a percentage of completion may be used if not fully completed. CM Tanner and CM Dunlap asked about the process for those residents that did not reach out prior to the meeting tonight. Assistant County Assessor Anderson said residents can still call the Wright County Assessor's Office to discuss this value, but there will be no change to the 2026 valuation once the meeting closes, additionally there is the tax court option. Appraiser Jensen presented the 2026 City of Otsego Assessment Summary that was included in the packet. CM Tanner asked about land values. Appraiser Jensen said the lot values in neighborhoods are typically similar in valuation, even if there are lot size differences; they do take into considerations unique circumstances. Flaherty said the meeting tonight is to discuss 2026 property valuation and suggested Mr. Dahl contact staff to discuss his tax concerns. Appraiser Jensen confirmed tonight's meeting is to review property valuations and classifications. Micl<elson 13862 88th Court NE PID 118-086-001180 has questions about previous value increases. Assistant County Assessor Anderson said values of properties increased based on sales data, and supply and demand, noting values did increase significantly in 2022 and 2023. Mrs. Mickelson asked about the distance for comparable sales. Assistant County Assessor Anderson said the appraisers use best comparable sales within a reasonable distance. Assessor Jensen noted land values can change without any property improvements. Assessor Jensen provided the previous inspection date for the property. Sherman Lovejoy, 10722 73rd Street NE, PID 118-225-019010, asked the last time their property was reviewed by the County. Appraiser Jensen said Mr. Lovejoy's property will be reviewed this year. Michelle Lovejoy said a property in their neighborhood recently sold for $40,000 less than their home value. Appraiser Bloomquist noted the sale reference is outside of this year's study period and said a recent sale had a comparable valuation. Appraiser Bloomquist said Wright County will now be sending notice of the quintile in advance to property owners so they are aware of the onsite inspection. Appraiser Jensen had a value reduction recommendation based on inspection of the respective property and has had discussion with the property representative, who has agreed to the reduction, and is looking for a motion to approve. Jim Freeland; 118-190-012150; value of $713,100 reduced to $674,100. CM Dunlap motioned to reduce the value based on inspection and recommendation from the County Assessor's Office as noted for 118-190-012150, seconded by CM Tanner. All in favor. Motion carried 4-0. Appraiser Bloomquist had a value reduction recommendation based on inspection of the respective property and has had discussion with the property representative, who has agreed to the reduction, and is looking for a motion to approve: Stewart Turnguist; 118-800-132202; value of $737,200 reduced to $673,500. CM Dunlap motioned to reduce the value based on inspection and recommendation from the County Assessor's Office as noted on PID 118-800-132202, seconded by CM Lund. All in favor. Motion carried 4-0. All in favor. Motion carried 4-0. CM Dunlap motioned for no change to the value based on the recommendation from the County Assessor's Office regarding PID 118-225-019010, seconded by CM Lund. All in favor. Motion carried 4-0. Assistant County Assessor Anderson said Dul<e Realty has appealed three property valuations to tax court going back many years; a trial will be held in May for one of the properties. CM Dunlap asked about the valuation. Anderson said the value of assessment is based on sales including the building and land value. 2. Adjourn. CM Tanner motioned to close the Local Board of Appeal and Equalization and adjourn the meeting at 7:06 PM, seconded by CM Lund. All in favor. Motion carried 4-0.
