SPECIAL OTSEGO CITY COUNCIL MEETING
MONDAY, APRIL 20, 2026
6:00 PM
OTSEGO PRAIRIE CENTER
Call to Order:
Mayor Stockamp called the meeting to order at 6:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Corey Tanner, and
Michelle Lund. City Staff: Assistant City Administrator/Human Resources Sabrina Hille.
1.Consider Approval of Hiring for the Fire Chief Position:
Assistant City Administrator/Human Resources Hille reviewed the packet materials.
CM Tanner motioned to approve the hiring of James McCoy for the position of Fire Chief, at
Grade 16, Step 7; and PTO accruals at Year 6, seconded by CM Goede. Voting in favor:
Stockamp, Goede, Lund, and Tanner. Voting against: Dunlap. Motion carried 4 -1.
CM Dunlap commented on the lack of an adequate plan. The City is putting the candidate in a
difficult spot with a short timeframe. CM Dunlap further commented on the increase in costs
and decreased service, moving away from contracted services. CM Dunlap noted he will be
voting no, not because of the candidate but because of the costs and implications.
Assistant City Administrator/Human Resources Hille noted that Chief McCoy is anticipated to
start employment on May 4, 2026, and that an oath of office ceremony would be conducted at
a future Council meeting in May.

CM Goede motioned to adjourn at 6:06 PM, seconded by CM Lund. All in favor, Motion
carried 5-0.
