OTSEGO CITY COUNCIL MEETING
MONDAY, APRIL 13, 2026
7:00 PM

Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, City Planner Dan Licht, City Engineer Ron
Wagner, City Attorney Dave Kendall, and City Clerk Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1.Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM.
Kathy Coles, 15613 90th Street NE provided an updated photo of Coborn ’s showing they have
not completed the screening. City Planner Licht said staff are working with Coborns to
complete the screening this spring.
Mayor Stockamp closed the Open Forum at 7:02 PM.
2.Consider Agenda Approval:
CM Dunlap asked to add an item to Appoint Advisory Commissioner to the agenda, adding item
6.1 to the agenda.
CM Dunlap motioned to approve the agenda as amended, seconded by CM Lund. All in favor.
Motion carried 5-0.
3.Consent Agenda:
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A.March 23, 2026, Meeting.
B.March 25, 2026, Special Meeting.
3.3 Approve City Council Special Compensation for March 2026.
3.4 Approve Pay Application #18 for the Wellhouse 4 Treatment Improvements Project.
3.5 Approve Pay Application #1 for the South-Central Wellfield Development Phase 1A
Project.
3.6 Approve Hiring for the Seasonal Park Maintenance Positions.
3.7 Approve Hiring for the Seasonal Street Maintenance Positions.
3.8 Accept Quotes and Authorize the 2026 Crack Filling Project.

A. Adopt Resolution 2026-30 Adopting Findings of Fact and Approving a Final Plat.
B. Adopt Resolution 2026-31 Approving a Development Contract.
CM Dunlap motioned to approve the consent agenda as written, seconded by CM Goede.
All in favor. Motion carried 5-0.
4. Law Enforcement:
4.1 Wright County Sheriff’s Office – Annual Activity Report.
A. Presentation by Lieutenant McMackins.
Lieutenant McMackins reviewed the report and presentation. The City Council had a few
questions and brief discussion with Lt. McMackins.
The City Council thanked the Wright County Sheriff’s Department.
5. Planning:
5.1 Meridian Fields (Summergate Companies, LLC)
A. Presentation by City Planner.
B. Consider Ordinance 2026-05 Amending the Zoning Map.
C. Consider Resolution 2026-32 Adopting Findings of Fact and Approving PUD-CUP
and Preliminary Plat.
City Planner Licht reviewed the staff report and presentation.
Bryan Tucker, Summergate Companies representative, agrees with the staff report and was
present to answer questions. Mr. Tucker noted the development will include 139 single homes
and development will start on the east side of the property with access from Odean Avenue.
Mayor Stockamp appreciated staff and the developer working with the landowners to continue
to allow the animals on the property for their 4-H project. City Planner Licht said it worked to
allow the animals to stay as outlined in the staff report.
CM Tanner asked about preserving the tree line. City Planner Licht said the trees remain
depending on the grading, if not, new trees will need to be planted.
CM Dunlap motioned to adopt Ordinance 2026-05 amending the Zoning Map; and adopt
Resolution 2026-32 adopting findings of fact and approving a Planned Unit Development –
Conditional Use Permit, and preliminary plat of Meridian Fields subject to conditions as
presented, seconded by CM Goede. All in favor. Motion carried 5-0.

5.2 5650 Queens Avenue Industrial (Canvas Craft):
A. Presentation by City Planner.
B. Consider Ordinance 2026-06 Amending the Zoning Map.
C. Consider Resolution 2026-33 Adopting Findings of Fact and Approving Site &
Building Plans.
City Planner Licht reviewed the staff report and presentation.
The Canvas Craft representative agrees with the staff report and was present to answer
questions.
CM Tanner asked about the off-street parking. City Planner Licht said the site meets the
parking requirements for the current use and there is space if additional parking is needed in
the future.
CM Dunlap motioned to adopt Ordinance 2026-06 amending the Zoning Map; and adopt
Resolution 2026-33 adopting findings of fact and approving Site and Building Plans, subject to
conditions as presented for PID 118-802-021300, seconded by CM Goede. All in favor. Motion
carried 5-0.
6. City Council Reports and Updates.
6.1 Adopt Resolution 2026-34 Approving Commissioner to Advisory Heritage Preservation
Commission.
CM Tanner motioned to adopt Resolution 2026-34 Appointing Commissioners to Advisory
Commissions, seconded by CM Goede. All in favor. Motion carried 5-0.
CM Tanner noted the Heritage Preservation Commission will be meeting tomorrow night and
he recently attended ribbon cuttings at Les Schwab and Everbrook Academy.
CM Dunlap said the Planning Commission met last week and their next meeting will be May
18th.
Mayor Stockamp said the Public Safety Commission also meets tomorrow.
7. Staff Reports and Updates:
Hille said the Fire Chief appointment is pending a pre-employment screening result before
bringing back to City Council for approval.
Flaherty said the Local Board of Appeal and Equalization meeting is scheduled for Wednesday,
April 22nd at 6pm and construction staring on County Road 137.
City Engineer Wagner provided updates on their new engineers, expanded staff, and his phased
retirement plan beginning in 2027.

Sergeant Jason Oltmanns, Wright County Sheriff’s Office provided updates regarding road
closures, e-bike complaints, and Wyndham Garden’s lifeguards emergency planning.

CM Goede motioned to adjourn at 7:51 PM, seconded by CM Tanner. All in favor. Motion
carried 5-0.
