BACKGROUND/JUSTIFICATION:
Owner FFI LLC (d/b/a Canvas Craft) is proposing expansion of the existing 6,674 square foot industrial building built in
1969 located at 5650 Queens Avenue. The subject property is located on the east side of Queens Avenue north of
CSAH 36. The proposed 12,900 square foot addition requires consideration of a Site and Building Plan Review
application. The subject property is also zoned R3, Residential Long Range Urban Service Area, which is not consistent
with the land uses guided by the 2023 Comprehensive Plan or the existing use of the property. Amendment of the
Zoning Map to designate the property as I3, Special Industrial District has been requested concurrent with the Site
and Building Plan Review application.
A public hearing was held by the Planning Commission on 6 April 2026 to consider the applications. Mr. Matt Franta
of Canvas Craft was present and agreed with the recommendations of City staff. One resident abutting the south line
spoke during the public hearing regarding concerns about landscaping and exterior lighting. The Planning Commission
noted that these issues are addressed by the conditions of approval recommended by City staff and subject to their
further review. There were no other comments, and the public hearing was closed.
The Planning Commission briefly discussed the need for additional landscaping along the north line of the building,
but it was determined that existing trees would fully screen the building. The Planning Commission also asked if any
of the building would be used for other businesses, which Mr. Franta said it would not. Having no further discussion,
the Planning Commission voted 6-0 to recommend the City Council approve the applications.

BACKGROUND
Canvas Craft is proposing expansion of the existing 6,674 industrial building built in 1969
located at 5660 Queens Avenue. The subject property is located on the east side of Queens
Avenue north of CSAH 36. The proposed 12,900 square foot addition requires consideration of
a Site and Building Plan Review application.
The subject property is also zoned R3, Residential Long Range Urban Service Area, which is not

ANALYSIS
Zoning. The subject site is zoned R3, Residential Long Range Urban Service District although the
property has been developed with an industrial building since the property was annexed to
Otsego from Frankfort Township in 1994. The property is proposed to be rezoned to I3, Special
Industrial District to allow the existing and proposed expanded industrial use of the property.
Planning Commission consideration of the Zoning Map amendment is to be based upon, but
not limited to, the criterial established by Section 11-3-2.F of the Zoning Ordinance:
1. The proposed action's consistency with the specific policies and provisions of the Otsego
Comprehensive Plan.
Comment: The 2023 Comprehensive Plan guides the subject site for industrial uses
within the East Sewer District. The industrial development guided for the subject site is to
be smaller scale buildings and low intensity uses similar with the character of existing
industrial uses in the area that were established prior to the area being annexed to the
City in 1994. The industrial use of the subject property is consistent with the Future
Land Use Plan and policies for development within this area of the City.
2. The proposed use's compatibility with present and future land uses of the area.
Comment: The subject property is surrounded by the existing and planned uses shown in
the table below. The existing and proposed building create a visual barrier of the active
portion of the property from view from the north. The residential uses to the north and
southeast the subject property also have established tree lines that screen their view of
the property, but plantings within the property need to be added to provide more
screening of the industrial use from the surrounding residential properties.

3. The proposed use's conformity with all performance standards contained within the
Zoning Ordinance and other provisions of the City Code.
Comment: The proposed construction will be required to comply with the applicable
performance standards of the Zoning Ordinance and Engineering Manual.
4. Traffic generation of the proposed use in relation to capabilities of streets serving the
property.

Comment: The subject site is accessed from Queens Avenue, which is designated by the
2023 Comprehensive Plan as a Commercial/Industrial Collector Street. The existing
roadway has adequate capacity to accommodate traffic that will be generated by the
expanded use of the subject property as proposed.
5. The proposed use can be accommodated by existing public services and facilities and
will not overburden the City's service capacity.
Comment: The proposed use is within the East Sewer District where urban uses are
guided based on available infrastructure. The proposed expansion of the existing use
does not require connection to City utilities. The development of the subject site will not
impact City service capabilities.
Building Finish. Section 11-17-4.E.3 of the Zoning Ordinance establishes exterior finish
requirements for buildings within the I-3 District, which includes allowance of steel siding for
principal buildings based on the use of this material for buildings constructed prior to the area
being annexed to the City. The existing building is vertical seam steel siding with metal roofing
and the submitted building elevation plan for the expansion illustrates the same in two shades
of gray. The exterior materials used for the building expansion comply with the Zoning
Ordinance.
Building Height. Principal buildings within the I-3 District are limited to a height of 35 feet by
Section 11-87-9 of the Zoning Ordinance. The building expansion is 22 feet in height measured
to the midpoint of the pitched roof, which complies with the provisions of the Zoning
Ordinance.
Lot Requirements. Section 11-87-7 of the Zoning Ordinance requires lots within the I-3 District
to be a minimum of one acre in area and 200 feet in width. The subject property is an existing
lot of record that is 3.13 acres in area and measures approximately 210 feet in width along
Queens Avenue. The lot complies with the minimum area and width requirements of the I-3
District.
Lot Coverage. Section 11-87-8 of the Zoning Ordinance limits building coverage to 30 percent
and all impervious coverage within the subject site to 70 percent of the lot area.
The expansion of the existing building having a 6,400 square foot footprint by 12,900
square feet will result in a total area of 19,135 square feet. The expanded building will
cover 14.2 percent of the lot area.
The site plan identifies the proposed total impervious surfaces as 63,830 square feet or
46.8 percent of the lot area.
The site plan complies with the lot coverage limits established by the Zoning Ordinance
properties within the I3 District

Setbacks. The table below indicates the I-3 District setbacks measured set forth by Section 11-
87-8 of the Zoning Ordinance measured to the closest lot line applicable to the proposed
expanded principal building. The location of the proposed buildings complies with the required
setbacks of the I-3 District.

Access. The subject site is to be accessed an existing driveway from Queens Avenue. Queens
Avenue is an unplatted roadway that exists by easement that is shown as 33 feet wide
measured from the centerline. The developer should provide a roadway easement to the City
for the full 40 foot width of the right-of-way required for an industrial street in accordance with
the transportation plan to allow for future expansion.
The access is setback 20 feet from the south property line and 60 feet from the next property
access to the south. To the north, the access is setback 155 feet from the north lot line and 295
feet from the Queens Avenue and 58th Street intersection. Section 11-21-6.B of the Zoning
Ordinance requires 200 feet spacing between driveways based on the major collector
designation for Queens Avenue established by the Transportation Plan making the location
non-conforming. Section 11-21-6.B.2 of the Zoning Ordinance allows the City Engineer to
approve exceptions to the spacing requirements when alternative access is not available.
The location of the access is not proposed to be altered and its use for the expanded building
will not negatively impact traffic movement on Queens Avenue.
Section 11-21-6.C.2 of the Zoning Ordinance limits driveway widths for industrial uses to 24 feet
unless additional width is required for traffic circulation needs. The site plan illustrates that the
proposed access is to be 32 feet wide. The width of the proposed access is to be subject to
review and approval of the City Engineer.
Off-Street Parking. Section 11-21-5.B of the Zoning Ordinance requires off-street parking
spaces, drive aisles, and loading areas to be setback a minimum of 15-feet from public rights-of-
way and five-feet from side or rear lot lines. The proposed off-street parking areas comply with
these requirements.
The calculation of required off-street parking based on the requirements of Section 11-21-8 of
the Zoning Ordinance is outlined below. The use of the building is limited to manufacturing and
warehouse space with other functions related to Canvas Craft’s operations located in the
building at 5781 Queens Avenue.

Based on the use space within the building, 14 parking spaces are required and the site plan
provides for 20 off-street parking spaces. There are two van accessible parking spaces provided
in accordance with the Americans with Disabilities Act. There is area within the site to add
additional off-street parking if the use of the building should change.
The parking spaces are designed as 9-feet wide by 20-feet deep that are accessed by drive aisles
that are more than 24 feet wide, which complies with the dimensions required by Section 11-
21-7.A and B of the Zoning Ordinance. The off-street drive aisles and parking areas are to be
surfaced with asphalt surrounded by perimeter concrete curb as required by Section 11-21-
7.C.3 and D of the Zoning Ordinance. The construction details for the off-street parking area are
subject to review and approval of the City Engineer.
Landscaping. The developer has not submitted a landscape plan as required by Section 11-19-
2.B of the Zoning Ordinance; the submitted plan provide only for seeding disturbed areas of the
subject property not taken up by building or off-street parking areas. City staff recommends
that a landscape plan be provided to plant a mix of shade and evergreen trees along the east
and south property lines abutting the adjacent residential lots to add screening to the existing
vegetation in place on those properties.
Waste Storage. The submitted plans do not indicate area(s) storage of waste and recycling
containers. Waste must either be stored indoors or if exterior containers are to be used, an
enclosure meeting the requirements of Section 11-18-4.C of the Zoning Ordinance is required.
The location, materials, and construction of any exterior waste storage enclosure is to be
subject to review of the Zoning Administrator.
Signs. The submitted plans do not detail any proposed signs on the property. Any signs to be
installed upon the property must comply with Chapter 37 of the Zoning Ordinance. A sign
permit is required to be approved prior to placement of any signs upon the property.

Exterior Lighting. Section 11-16-6.C.3 of the Zoning Ordinance establishes performance
standards for exterior lighting. The submitted plans do not indicate proposed exterior lighting.
Any lighting that is to be installed must have a 90-degree horizontal cut-off to be cast down at
the ground and directed so as to not cast light at the property lines or public streets. A
photometric lighting plan must be submitted with application for a building permit and all
exterior lighting is to be subject to review and approval by the Zoning Administrator.

Utilities. The subject site is within the East Sewer District, but water and sewer utilities are not
available at the property. The existing building is served by an on-site private well and
Subsurface Sewage Treatment System (septic). The existing well and Subsurface Sewage
Treatment System, and any required improvements thereof, are subject to review and approval
of the Building Official concurrent with a building permit application.
Grading Plan. The developer has submitted grading, drainage, and erosion control plans for the
development of the subject property. Stormwater from the expanded building and off-street
parking area is required to be managed so that post construction runoff is not greater than
existing conditions. All grading, drainage, wetland impacts, and erosion control issues are to be
subject to review and approval of the City Engineer.
Site Improvement Performance Agreement. Section 11-9-7 of the Zoning Ordinance requires
that the developer enter into a site improvement performance agreement (SIPA) with the City
to provide for construction of the project, completion of public improvements, required
securities, and payment of fees. The SIPA is to be executed by the developer prior to approval
by resolution of the City Council and recorded with the property.
RECOMMENDATION
City staff recommends approval the Zoning Map amendment and Site and Building Plan Review
applications subject to the conditions as stated below.
POSSIBLE ACTIONS
Motion to recommend approval of a Zoning Map amendment and Site and Building Plans for
the property at 5650 Queens Avenue, subject to the following conditions:
1. All written and graphic materials officially submitted to the City shall be treated as a
formal agreement between the applicant and the City. Once approved, no changes,
modifications or alterations shall be made to any plan detail, standard, or specifications
without prior submission of a plan modification request to the Zoning Administrator for
review and approval.
2. The property owner shall dedicate a right-of-way easement for the east 50 feet of
Queens Avenue, subject to review and approval of the City Engineer.
3. The design and construction plans for access from Queens Avenue and off-street
parking areas shall be subject to review and approval of the City Engineer.
4. A landscape plan shall be submitted as required by Section 11-19-2.B of the Zoning
Ordinance and is subject to review and approval of the Zoning Administrator addressing:

a. Planting a mix of evergreen and shade trees along lot lines abutting residentially
zoning properties meeting the screening requirements of Section 11-19-3 of the
Zoning Ordinance.
b. Any landscape areas shall be irrigated in compliance with Section 5-2-8.C.2 of the
City Code.
5. A photometric lighting plan shall be submitted and all exterior lighting shall comply with
Section 11-16-6 of the Zoning Ordinance, subject to review and approval of the Zoning
Administrator.
6. Any exterior storage of waste and recycling containers shall comply with of Section 11-
18-4.C of the Zoning Ordinance, subject to review and approval of the Zoning
Administrator.
7. All signs shall comply with Section 37 of the Zoning Ordinance, subject to review and
approval of the Zoning Administrator.
8. All utility issues shall be subject to review and approval of the Building Official.
9. All grading, drainage, and erosion control issues shall be subject to review and approval
of the City Engineer.
10. The developer shall enter into a Site Improvement Performance Agreement as required
Section 11-9-7 of the Zoning Ordinance, subject to review by the City Attorney and
approval of the City Council.

DEMOLITION GENERAL NOTES:
1.IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO PERFORM OR COORDINATE ALL
UTILITY CONNECTIONS AND RELOCATIONS FROM EXISTING UTILITY LOCATIONS TO THE
PROPOSED BUILDING, AS WELL AS TO ALL ON-SITE AMENITIES. THESE CONNECTIONS
INCLUDE BUT ARE NOT LIMITED TO WATER, SANITARY SEWER, UNDERGROUND GAS,
ETC.
2.THE CONNECTIONS SHALL BE PERFORMED IN ACCORDANCE WITH STATE AND LOCAL
STANDARD SPECIFICATIONS FOR CONSTRUCTION. UTILITY CONNECTIONS
(UNDERGROUND GAS, WATERMAIN, AND STORM SEWER) MAY REQUIRE A PERMIT FROM
THE CITY.
3.THE CONTRACTOR SHALL VERIFY THE ELEVATIONS AT PROPOSED CONNECTIONS TO
EXISTING UTILITIES PRIOR TO ANY DEMOLITION.
4.CONTRACTOR SHALL COORDINATE WITH THE CITY OF OTSEGO FOR ALL UTILITY
DISCONNECTIONS, SERVICE TERMINATIONS AND REMOVALS. CONTRACTOR SHALL
COORDINATE UTILITY DISCONNECTIONS AND RELOCATIONS WITH THE UTILITY
PROVIDERS PRIOR TO THE START OF CONSTRUCTION. ALL SERVICE
CONNECTIONS/DISCONNECTIONS SHALL BE PERFORMED IN ACCORDANCE WITH STATE
AND LOCAL STANDARD SPECIFICATIONS FOR CONSTRUCTION. CONTRACTOR SHALL
OBTAIN ALL NECESSARY STATE AND LOCAL PERMITS NECESSARY FOR UTILITY
CONSTRUCTION AND WORK WITHIN ADJACENT RIGHT-OF-WAYS.
5.IF DEWATERING IS REQUIRED FOR THIS PROJECT, THE PUMP DISCHARGE SHALL BE
TREATED PRIOR TO BEING DISCHARGED OFF-SITE OR INTO A SURFACE WATER. THE
DISCHARGE SHALL BE VISUALLY CHECKED TO ENSURE THAT IT IS VISIBLY CLEAN
WATER.
6.CONTRACTOR SHALL PROTECT UTILITIES, STRUCTURES AND TREES (NOTED AND NOT
NOTED) TO REMAIN AND SHALL BE RESPONSIBLE TO REPAIR DAMAGES TO ANY
FEATURES TO REMAIN.
7.TREES 6" AND LARGER AND OTHER NOTABLE VEGETATION WERE IDENTIFIED AND
LOCATED DURING THE COURSE OF THE SURVEY. CONTRACTOR SHALL FIELD VERIFY
THE EXISTING CONDITIONS OF THE PROJECT AREA AND REMOVE ALL TREES NOT

BIDDING THE PROJECT.
5.TURF ESTABLISHMENT AREAS SHALL RECEIVE MINIMUM OF 4" DEPTH AS
MEASURED IN PLACE OF TOPSOIL. TOPSOIL SHALL BE FURNISHED AND
INSTALLED BY THE CONTRACTOR. ALL GRADED SLOPES GREATER THAN
OR EQUAL TO 5:1 SHALL BE HYDROSEEDED, EROSION CONTROL
BLANKETED, OR MULCHED TO HELP STABILIZE THE SLOPES BY GENERAL
CONTRACTOR.
6.PROPOSED SPOT ELEVATIONS ARE TO THE TOP OF CURB UNLESS NOTED
OTHERWISE. ELEVATION OF FLOW LINE IS 6" BELOW TOP OF CURB
UNLESS OTHERWISE SHOWN.
7.CONTRACTOR SHALL BE SOLELY RESPONSIBLE FOR DETERMINING
QUANTITIES OF CUT, FILL AND WASTE MATERIALS TO BE HANDLED, AND
FOR AMOUNT OF GRADING TO BE DONE IN ORDER TO COMPLETELY
PERFORM ALL WORK INDICATED ON THE DRAWINGS. IMPORT SUITABLE
MATERIAL AND EXPORT UNSUITABLE / EXCESS / WASTE MATERIAL AS
REQUIRED. ALL COSTS ASSOCIATED WITH IMPORTING AND EXPORTING
MATERIALS SHALL BE INCIDENTAL TO THE CONTRACT.
8.IT IS INTENDED THAT EARTHWORK (CUT VS. FILL) NOT BALANCE ON SITE.
THE CONTRACTOR SHALL SUBMIT THE QUANTITY OF MATERIAL AND
AMOUNT OF ANTICIPATED GRADE ADJUSTMENT FOR REVIEW BY THE
ENGINEER A MINIMUM OF FOUR WEEKDAYS PRIOR TO MAKING
ADJUSTMENTS. ALL GRADE ADJUSTMENTS MUST BE APPROVED BY THE
ENGINEER. NO ADDITIONAL COMPENSATION SHALL BE ALLOWED FOR
WORK ASSOCIATED WITH GRADING ADJUSTMENTS, INCLUDING, BUT NOT
LIMITED TO, EARTHWORK OPERATIONS, STORM SEWER PIPING AND
STRUCTURE ADJUSTMENTS, CONSTRUCTION SURVEYING FOR

9.FAILURE OF TURF DEVELOPMENT: IN THE EVENT THE CONTRACTOR FAILS
TO PROVIDE AN ACCEPTABLE TURF, THE CONTRACTOR SHALL RE-SEED
OR RE-SOD ALL APPLICABLE AREAS, AT NO ADDITIONAL COST TO THE
OWNER, TO THE SATISFACTION OF THE ENGINEER.
10.ANY MANHOLE, CATCH BASIN, STORM SEWER, SANITARY SEWER,
DRAINTILE, OR OTHER POTENTIAL SOURCE FOR CONTAMINATION SHALL
BE INSTALLED AT LEAST 10 FEET HORIZONTALLY FROM ANY WATERMAIN
PER MINNESOTA PLUMBING CODE. THIS ISOLATION DISTANCE SHALL BE
MEASURED FROM THE OUTER EDGE OF THE PIPE TO THE OUTER EDGE
OF THE CONTAMINATION SOURCE (OUTER EDGE OF STRUCTURES OR
PIPING OR SIMILAR)
11.CONTRACTOR SHALL MAINTAIN DRAINAGE FROM EXISTING BUILDING AT
ALL TIMES. PROVIDE TEMPORARY STORM SEWER (INCLUDING, BUT NOT
LIMITED TO, CATCH BASINS, MANHOLES, PIPING, ETC.) AS REQUIRED.

DEVICES SHALL CONTINUE UNTIL THE SITE HAS UNDERGONE FINAL
STABILIZATION AND A NOTICE OF TERMINATION IS SUBMITTED TO THE
MPCA.
5.ALL GRADING OPERATIONS SHALL BE CONDUCTED IN A MANNER TO
MINIMIZE THE POTENTIAL FOR SITE EROSION.
6.THE SITE SOIL EROSION AND SEDIMENT CONTROL FACILITIES SHALL
BE INSTALLED AND MAINTAINED TO CONFORM WITH THE STANDARDS
SPECIFIED BY THE CITY OF OTSEGO AND THE MPCA.

APPLYING MULCH, HYDROMULCH, TACKIFIER, POLYACRYLAMIDE OR SIMILAR EROSION PREVENTION PRACTICES IS
NOT ACCEPTABLE STABILIZATION IN ANY PART OF A TEMPORARY OR PERMANENT DRAINAGE DITCH OR SWALE.
BLANKETS OR OTHER APPROVED, BY THE ENGINEER, METHOD SHALL BE USED.
INSPECTION AND MAINTENANCE ACTIVITIES
THE CONTRACTOR SHALL BE RESPONSIBLE FOR COORDINATING AND SCHEDULING THE WORK OF ALL OPERATIONS,
INCLUDING SUBCONTRACTORS AND UTILITY COMPANIES, SUCH THAT EROSION AND SEDIMENT CONTROL MEASURES
ARE FULLY EXECUTED FOR EACH OPERATION AND IN A TIMELY MANNER OVER THE DURATION OF THE PROJECT.
OPERATORS HAVE DAILY ACCESS TO THE PROJECT SITE. THE CONTRACTOR SHALL BE FULLY RESPONSIBLE FOR THE
SWPPP IMPLEMENTATION UNTIL THE ENTIRE SITE HAS UNDERGONE FINAL STABILIZATION AND N.O.T HAS BEEN
SUBMITTED TO THE MPCA.
THE CONTRACTOR IS TO PROVIDE A TRAINED INDIVIDUAL RESPONSIBLE FOR THE IMPLEMENTATION, INSPECTION AND
MAINTENANCE OF THE EROSION AND SEDIMENT CONTROL BMPS ON THE PROJECT. THAT INDIVIDUAL IS TO BE
IDENTIFIED AT THE PRE-CONSTRUCTION CONFERENCE AND LISTED IN THE MINUTES THEREOF.
THE APPOINTED INDIVIDUAL IS TO PERFORM A ROUTINE INSPECTION OF THE ENTIRE SITE AT LEAST ONCE EVERY
SEVEN DAYS DURING CONSTRUCTION OPERATIONS AND WITHIN 24 HOURS AFTER A RAINFALL EVENT GREATER THAN
0.5 INCHES IN 24 HOURS. A RECORD OF ALL RAINFALL EVENTS ON SITE GREATER THAN 1/2 INCHES IN 24 HOURS
SHALL BE AVAILABLE WITH THE INSPECTION FORMS.
A INSPECTION FORM SHALL BE PROVIDED BY THE CONTRACTOR. ANY DEFICIENCIES IN THE EROSION AND SEDIMENT
CONTROL BMPS ARE TO BE NOTED ON THE INSPECTION FORM AND CORRECTED BY THE END OF THE NEXT BUSINESS
DAY.
PERIMETER CONTROL DEVICES ARE TO BE REPAIRED OR REPLACED WHEN THEY ARE NO LONGER EFFECTIVE OR
WHEN THE SEDIMENT REACHES ONE-HALF THE HEIGHT OF THE DEVICE.
DISCHARGE FROM DEWATERING AND BASIN DRAINING PRACTICES MUST BE VISUALLY CHECKED AND
PHOTOGRAPHED AT THE BEGINNING AND AT LEAST ONCE EVERY 24 HOURS OF OPERATION TO ENSURE ADEQUATE
TREATMENT HAS BEEN OBTAINED. PHOTOGRAPHS AND VISUAL INSPECTION RECORDS MUST BE RETAINED TO
PROVIDE DOCUMENTATION OF PERMIT COMPLIANCE. DEWATERING DISCHARGES THAT ONLY LAST FOR MINUTES, AS

TRACKS ARE RECOMMENDED.
5.EXCAVATE THE INFILTRATION BASIN TO THE SPECIFIED DEPTH (ELEVATION). IT IS
RECOMMENDED THAT ALL SUB MATERIAL BELOW THE SPECIFIED ELEVATION
SHALL BE LEFT UNDISTURBED, UNLESS OTHERWISE DIRECTED BY THE ENGINEER.
6.GRADE TO THE DEPTH (ELEVATION) SPECIFIED IN THE CONSTRUCTION
DOCUMENTS UNLESS OTHERWISE DIRECTED BY THE ENGINEER.
7.IN THE EVENT THAT SEDIMENT IS INTRODUCED INTO THE BMP DURING OR
IMMEDIATELY FOLLOWING EXCAVATION, THIS MATERIAL WILL NEED TO BE
REMOVED FROM THE BASIN PRIOR TO INITIATING THE NEXT STEP IN THE

8.SEEDING AND INSTALLATION OF EROSION CONTROL BLANKET SHALL BE
COMPLETED WITHIN 48 HOURS OF FINAL GRADING.
9. INFILTRATION AREA SHALL BE STAKED OFF DURING CONSTRUCTION TO RESTRICT
HEAVY EQUIPEMENT TRAFFIC FROM COMPACTING NATIVE SOILS.
CONSTRUCTION SEQUENCING:
1.PERFORM CONTINUOUS INSPECTIONS OF EROSION
CONTROL PRACTICES.

ORDINANCE AMENDING THE ZONING ORDINANCE OF THE CITY OF OTSEGO TO PROVIDE FOR A
CHANGE IN ZONING CLASSIFICATION FOR LAND LOCATED AT
5650 QUEENS AVENUE
THE OTSEGO CITY COUNCIL ORDAINS:
Section 1. The official Zoning Map of the Otsego Zoning Ordinance is hereby amended to change
the zoning classification of the property legally as described as:
That part of the Southwest Quarter of the Northeast Quarter of Section 2, Township 120, Range 23, Wright
County, Minnesota, described as follows:
Beginning at a point on the west line of said Southwest Quarter of the Northeast Quarter distant 1522.00
feet South of the northwest corner of the Northeast Quarter of said Section 2; thence East, perpendicular
to said west line, a distance of 643.00 feet; thence North, parallel with said west line, to the north line of
said Southwest Quarter of the Northeast Quarter; thence South, along said west line, to the point of
beginning.
EXCEPT that part thereof lying North of a line described as:
Beginning at a point on the west line of said Southwest Quarter of the Northeast Quarter, distant 278.67
feet South of the northwest corner of said Southwest Quarter of the Northeast Quarter; thence East to a
point on the east line of said Southwest Quarter of the Northeast Quarter, distance 265.29 feet South of
the northeast corner of said Southwest Quarter of the Northeast Quarter and said line there terminating.
Section 2. The property is hereby rezoned from a R-3, Residential Long Range Urban Service
District designation to I-3, Special Industrial District.
Section 3. The Zoning Map of the City of Otsego shall not be republished to show the aforesaid
rezoning, but the Zoning Administrator shall appropriately mark the Zoning Map on file at City Hall for the
purpose of indicating the rezoning hereinabove provided for in this Ordinance, and all of the notations,
references and other information shown thereon are hereby incorporated by reference and made part of
this Ordinance.
Section 4. This Ordinance shall become effective immediately upon its passage and publication
according to Law.

RESOLUTION NO: 2026-33
ADOPTING FINDINGS OF FACT AND APPROVING SITE AND BUILDING PLANS FOR
PID 118-802-021300.
WHEREAS, FFI LLC (“Owner”) has submitted application for a Zoning Map amendment and Site and Building Plan review for
improvements to the property located at 5650 Queens Avenue; and
WHEREAS, the legal description of the subject property (“Property”) is attached as Exhibit A; and
WHEREAS, the Property is within the East Sewer District and guided for future Industrial land uses by the 2023 Comprehensive
Plan; and
WHEREAS, the Property is zoned R-3, Residential Long Range Urban Service District; and
WHEREAS, the Owner is requesting amendment of the Zoning Map to designate the property as I-3 Special Industrial District;
and
WHEREAS, an application for Zoning Map amendments is processed in accordance with the provisions of Section 11-3-2 of the
Zoning Ordinance; and
WHEREAS, the City Council must take into consideration the possible effects of the Zoning Ordinance amendment with
their judgment based upon (but not limited to) the criteria outlined in Section 11-3-2.F of the Zoning Ordinance,
respectively:
1. The proposed action's consistency with the specific policies and provisions of the Otsego Comprehensive Plan.
Finding: The 2023 Comprehensive Plan guides the subject site for industrial uses within the East Sewer District.
The industrial development guided for the subject site is to be smaller scale buildings and low intensity uses similar
with the character of existing industrial uses in the area that were established prior to the area being annexed to
the City in 1994. The industrial use of the subject property is consistent with the Future Land Use Plan and policies
for development within this area of the City.
2. The proposed use's compatibility with present and future land uses of the area.
Finding: The subject property is surrounded by the existing and planned uses shown in the table below. The existing
and proposed building create a visual barrier of the active portion of the property from view from the north. The
residential uses to the north and southeast the subject property also have established tree lines that screen their
view of the property, but plantings within the property need to be added to provide more screening of the industrial
use from the surrounding residential properties.

3. The proposed use's conformity with all performance standards contained within the Zoning Ordinance and other
provisions of the City Code.
Finding: The proposed construction will be required to comply with the applicable performance standards of the
Zoning Ordinance and Engineering Manual.
4. Traffic generation of the proposed use in relation to capabilities of streets serving the property.
Finding: The subject site is accessed from Queens Avenue, which is designated by the 2023 Comprehensive Plan as
a Commercial/Industrial Collector Street. The existing roadway has adequate capacity to accommodate traffic that
will be generated by the expanded use of the subject property as proposed.
5. The proposed use can be accommodated by existing public services and facilities and will not overburden the
City's service capacity.
Finding: The proposed use is within the East Sewer District where urban uses are guided based on available
infrastructure. The proposed expansion of the existing use does not require connection to City utilities. The
development of the subject site will not impact City service capabilities.
WHEREAS, the Owner is requesting approval of Site and Building Plan Review for a 12,900 square foot addition of the existing
6,674 square foot building upon the Property; and
WHEREAS, an application for Site and Building Plan Review is processed in accordance with the provisions of Section 11-9-3
of the Zoning Ordinance; and
WHEREAS, the Planning Report dated 2 April 2026 prepared by the City Planner, The Planning Company LLC, is
incorporated herein.
WHEREAS, the Planning Commission conducted a public hearing at their regular meeting on 6 April 2026 to consider the
application, preceded by published and mailed notice; based upon review of the application and evidence received, the
public hearing was closed and the Planning Commission recommended by a 6-0 vote that the City Council approve the
request based on the aforementioned findings.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA THAT the findings of fact
outlined herein are adopted and the application for Site and Building Plan Review is approved based upon the foregoing
information and applicable ordinances, subject to the following conditions:
1. All written and graphic materials officially submitted to the City shall be treated as a formal agreement between
the applicant and the City. Once approved, no changes, modifications or alterations shall be made to any plan
detail, standard, or specifications without prior submission of a plan modification request to the Zoning
Administrator for review and approval.
2. The property owner shall dedicate a right-of-way easement for the east 50 feet of Queens Avenue, subject to
review and approval of the City Engineer.
3. The design and construction plans for access from Queens Avenue and off-street parking areas shall be subject to
review and approval of the City Engineer.
4. A landscape plan shall be submitted as required by Section 11-19-2.B of the Zoning Ordinance and is subject to
review and approval of the Zoning Administrator addressing:

a. Planting a mix of evergreen and shade trees along lot lines abutting residentially zoning properties
meeting the screening requirements of Section 11-19-3 of the Zoning Ordinance.
b. Any landscape areas shall be irrigated in compliance with Section 5-2-8.C.2 of the City Code.
5. A photometric lighting plan shall be submitted and all exterior lighting shall comply with Section 11-16-6 of the
Zoning Ordinance, subject to review and approval of the Zoning Administrator.
6. Any exterior storage of waste and recycling containers shall comply with of Section 11 -18-4.C of the Zoning
Ordinance, subject to review and approval of the Zoning Administrator.
7. All signs shall comply with Section 37 of the Zoning Ordinance, subject to review and approval of the Zoning
Administrator.
8. All utility issues shall be subject to review and approval of the Building Official.
9. All grading, drainage, and erosion control issues shall be subject to review and approval of the City Engineer.
10. If determined necessary by the Zoning Administrator, the developer shall enter into a Site Improvement
Performance Agreement as required Section 11-9-7 of the Zoning Ordinance, subject to review by the City
Attorney and approval of the City Council.
