BACKGROUND/JUSTIFICATION:
In 2010, the Legislature created the Council on Local Results and Innovation. In February 2011, the Council released a
standard set of ten performance measures for counties and ten performance measures for cities that will aid
residents, taxpayers, and state and local elected officials in determining the efficacy of counties and cities in providing
services and measure residents' opinions of those services. In February of 2012, the Council created a comprehensive
performance measurement system for cities and counties to implement. In 2013, the Council revised the performance
measures and clarified the system requirements to increase participation in the program.
The City of Otsego is voluntarily participating in this program, for the first time, in 2026. Benefits to the City for
electing to participate in this program include eligibility for reimbursement of $0.14 per capita, estimated to be
$3,330 based on the most recent population estimate from the Minnesota State Demographer. An additional benefit
would be exemption from levy limits under Minnesota Statute 275.70 to 275.74 for taxes payable in the following
calendar year, if such limits are in effect.
Reporting requirements of this program outline that a city adopt a minimum of ten (10) performance measures;
adoption of a resolution; to report the results of the measures by the end of the calendar year to the public; and to
submit the necessary materials to the Office of the State Auditor by July 1.
Performance Measures
The attached “Standard Measures for Cities” outlines the different categories applicable to the program with 29
different measures to report on. The City of Otsego will be reporting on 20 performance indicators (measures),
exceeding the minimum number of 10 required by the program.
The attached “Otsego Measures Report” outline the 20 performance indicators being reported on and include a mix
of data points provided by numerous sources, and include a number of questions surveyed to the public. The survey
was conducted in the fall of 2025 and was available for response for approximately 60 days. The survey received
participation from 435 responses.
Reporting Results
City staff have already made the results of the community survey available on the City website and provided a
summary of the survey results in the Spring 2026 Otsego View Newsletter. It should be noted that the survey was
more comprehensive and included additional survey questions above and beyond those being reported within the
“Otsego Measures Report”. The publicly available documents can be found at the following links:

Pending adoption by the City Council, City staff will additionally post the “Otsego Measures Report” on the City
website and pending receipt of the reimbursement, additionally highlight this effort in future editions of the
newsletter.
Submittal
City staff have prepared the necessary materials, including a resolution for consideration of approval by the City
Council. Pending adoption, City staff will submit all program reporting requirements to the Office of the State Auditor
on or before the reporting deadline of July 1, 2026.
Both the Administrative Subcommittee and Public Works Subcommittee were presented this information at their
respective March 2026 meetings and provided recommendation for consideration of approval by the City Council.

PERFORMANCE MEASURES SUBMITTAL
WHEREAS, In 2010, the Minnesota Legislature created the Council on Local Results and Innovation; and
WHEREAS, The Council on Local Results and Innovation developed a standard set of performance measures that will aid
residents, taxpayers, and state and local elected officials in determining the efficacy of counties in providing services and
measure residents’ opinion of those services; and
WHEREAS, Benefits to the City of Otsego are outlined in MS 6.91 and include eligibility for a reimbursement as set by State
statute; and
WHEREAS, Any city participating in the comprehensive performance measurement program is also exempt from levy limits
for taxes, if levy limits are in effect; and
WHEREAS, The City Council of Otsego has adopted and implemented at least ten (10) of the performance measures, as
developed by the Council on Local Results and Innovation, and a system to use this information to help plan, budget, manage
and evaluate programs and processes for optimal future outcomes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The City Council of Otsego will report the results of the performance measures to its citizenry by the end of the year
through publication, direct mailing, posting on the city’s website, or through a public hearing at which the budget and
levy will be discussed and public input allowed.
2. The City Council of Otsego will submit to the Office of the State Auditor the actual results of the performance measures
adopted by the City.
