Daniel Licht REPORT DATE: 2 Apri 2026 60-DAY DATE: 3 May 2026 RE: Otsego – 5650 Queens Avenue; Site and Building Plan Review TPC FILE: 101.02 BACKGROUND Canvas Craft is proposing expansion of the existing 6,674 industrial building built in 1969 located at 5660 Queens Avenue. The subject property is located on the east side of Queens Avenue north of CSAH 36. The proposed 12,900 square foot addition requires consideration of a Site and Building Plan Review application. The subject property is also zoned R3, Residential Long Range Urban Service Area, which is not consistent with the land uses guided by the 2023 Comprehensive Plan or the existing use of the property. Amendment of the Zoning Map to designate the property as I3, Special Industrial District has been requested concurrent with the Site and Building Plan Review application. A public hearing is to be held by the Planning Commission on 6 April 2026 at 7:00PM to consider the applications. The subject site is zoned R3, Residential Long Range Urban Service District although the property has been developed with an industrial building since the property was annexed to Otsego from Frankfort Township in 1994. The property is proposed to be rezoned to I3, Special Industrial District to allow the existing and proposed expanded industrial use of the property. Planning Commission consideration of the Zoning Map amendment is to be based upon, but not limited to, the criterial established by Section 11-3-2.F of the Zoning Ordinance: 1. The proposed action's consistency with the specific policies and provisions of the Otsego Comprehensive Plan. Comment: The 2023 Comprehensive Plan guides the subject site for industrial uses within the East Sewer District. The industrial development guided for the subject site is to be smaller scale buildings and low intensity uses similar with the character of existing industrial uses in the area that were established prior to the area being annexed to the City in 1994. The industrial use of the subject property is consistent with the Future Land Use Plan and policies for development within this area of the City. 2. The proposed use's compatibility with present and future land uses of the area. Comment: The subject property is surrounded by the existing and planned uses shown in the table below. The existing and proposed building create a visual barrier of the active portion of the property from view from the north. The residential uses to the north and southeast the subject property also have established tree lines that screen their view of the property, but plantings within the property need to be added to provide more screening of the industrial use from the surrounding residential properties. The proposed use's conformity with all performance standards contained within the Zoning Ordinance and other provisions of the City Code. Comment: The proposed construction will be required to comply with the applicable performance standards of the Zoning Ordinance and Engineering Manual. 4. Traffic generation of the proposed use in relation to capabilities of streets serving the property. 3 Comment: The subject site is accessed from Queens Avenue, which is designated by the 2023 Comprehensive Plan as a Commercial/Industrial Collector Street. The existing roadway has adequate capacity to accommodate traffic that will be generated by the expanded use of the subject property as proposed. 5. The proposed use can be accommodated by existing public services and facilities and will not overburden the City's service capacity. Comment: The proposed use is within the East Sewer District where urban uses are guided based on available infrastructure. The proposed expansion of the existing use does not require connection to City utilities. The development of the subject site will not impact City service capabilities. Building Finish. Section 11-17-4.E.3 of the Zoning Ordinance establishes exterior finish requirements for buildings within the I-3 District, which includes allowance of steel siding for principal buildings based on the use of this material for buildings constructed prior to the area being annexed to the City. The existing building is vertical seam steel siding with metal roofing and the submitted building elevation plan for the expansion illustrates the same in two shades of gray. The exterior materials used for the building expansion comply with the Zoning Ordinance. Building Height. Principal buildings within the I-3 District are limited to a height of 35 feet by Section 11-87-9 of the Zoning Ordinance. The building expansion is 22 feet in height measured to the midpoint of the pitched roof, which complies with the provisions of the Zoning Ordinance. Lot Requirements. Section 11-87-7 of the Zoning Ordinance requires lots within the I-3 District to be a minimum of one acre in area and 200 feet in width. The subject property is an existing lot of record that is 3.13 acres in area and measures approximately 210 feet in width along Queens Avenue. The lot complies with the minimum area and width requirements of the I-3 District. Lot Coverage. Section 11-87-8 of the Zoning Ordinance limits building coverage to 30 percent and all impervious coverage within the subject site to 70 percent of the lot area.  The expansion of the existing building having a 6,400 square foot footprint by 12,900 square feet will result in a total area of 19,135 square feet. The expanded building will cover 14.2 percent of the lot area.  The site plan identifies the proposed total impervious surfaces as 63,830 square feet or 46.8 percent of the lot area. The site plan complies with the lot coverage limits established by the Zoning Ordinance properties within the I3 District 4 Setbacks. The table below indicates the I-3 District setbacks measured set forth by Section 11- 87-8 of the Zoning Ordinance measured to the closest lot line applicable to the proposed expanded principal building. The location of the proposed buildings complies with the required setbacks of the I-3 District. Front (Queens Ave.) Side Rear (East) North South Required 30ft. 10ft. 10ft. 20ft. Proposed 30ft. 33ft. 125ft. 65ft. Access. The subject site is to be accessed an existing driveway from Queens Avenue. Queens Avenue is an unplatted roadway that exists by easement that is shown as 33 feet wide measured from the centerline. The developer should provide a roadway easement to the City for the full 40 foot width of the right-of-way required for an industrial street in accordance with the transportation plan to allow for future expansion. The access is setback 20 feet from the south property line and 60 feet from the next property access to the south. To the north, the access is setback 155 feet from the north lot line and 295 feet from the Queens Avenue and 58th Street intersection. Section 11-21-6.B of the Zoning Ordinance requires 200 feet spacing between driveways based on the major collector designation for Queens Avenue established by the Transportation Plan making the location non-conforming. Section 11-21-6.B.2 of the Zoning Ordinance allows the City Engineer to approve exceptions to the spacing requirements when alternative access is not available. The location of the access is not proposed to be altered and its use for the expanded building will not negatively impact traffic movement on Queens Avenue. Section 11-21-6.C.2 of the Zoning Ordinance limits driveway widths for industrial uses to 24 feet unless additional width is required for traffic circulation needs. The site plan illustrates that the proposed access is to be 32 feet wide. The width of the proposed access is to be subject to review and approval of the City Engineer. Off-Street Parking. Section 11-21-5.B of the Zoning Ordinance requires off-street parking spaces, drive aisles, and loading areas to be setback a minimum of 15-feet from public rights-of- way and five-feet from side or rear lot lines. The proposed off-street parking areas comply with these requirements. The calculation of required off-street parking based on the requirements of Section 11-21-8 of the Zoning Ordinance is outlined below. The use of the building is limited to manufacturing and warehouse space with other functions related to Canvas Craft’s operations located in the building at 5781 Queens Avenue. 5 Use Gross Area Ne Area Requirement Required Stalls Office 424sf. 382sf. 1 space/200sf. 2 Warehouse 2,650sf. 11,610sf. 1 space/1,000sf. 12 Total 14 Based on the use space within the building, 14 parking spaces are required and the site plan provides for 20 off-street parking spaces. There are two van accessible parking spaces provided in accordance with the Americans with Disabilities Act. There is area within the site to add additional off-street parking if the use of the building should change. The parking spaces are designed as 9-feet wide by 20-feet deep that are accessed by drive aisles that are more than 24 feet wide, which complies with the dimensions required by Section 11- 21-7.A and B of the Zoning Ordinance. The off-street drive aisles and parking areas are to be surfaced with asphalt surrounded by perimeter concrete curb as required by Section 11-21- 7.C.3 and D of the Zoning Ordinance. The construction details for the off-street parking area are subject to review and approval of the City Engineer. Landscaping. The developer has not submitted a landscape plan as required by Section 11-19- 2.B of the Zoning Ordinance; the submitted plan provide only for seeding disturbed areas of the subject property not taken up by building or off-street parking areas. City staff recommends that a landscape plan be provided to plant a mix of shade and evergreen trees along the east and south property lines abutting the adjacent residential lots to add screening to the existing vegetation in place on those properties. Waste Storage. The submitted plans do not indicate area(s) storage of waste and recycling containers. Waste must either be stored indoors or if exterior containers are to be used, an enclosure meeting the requirements of Section 11-18-4.C of the Zoning Ordinance is required. The location, materials, and construction of any exterior waste storage enclosure is to be subject to review of the Zoning Administrator. Signs. The submitted plans do not detail any proposed signs on the property. Any signs to be installed upon the property must comply with Chapter 37 of the Zoning Ordinance. A sign permit is required to be approved prior to placement of any signs upon the property. w and approval of the Zoning Administrator. Exterior Lighting. Section 11-16-6.C.3 of the Zoning Ordinance establishes performance standards for exterior lighting. The submitted plans do not indicate proposed exterior lighting. Any lighting that is to be installed must have a 90-degree horizontal cut-off to be cast down at the ground and directed so as to not cast light at the property lines or public streets. A photometric lighting plan must be submitted with application for a building permit and all exterior lighting is to be subject to review and approval by the Zoning Administrator. 6 Utilities. The subject site is within the East Sewer District, but water and sewer utilities are not available at the property. The existing building is served by an on-site private well and Subsurface Sewage Treatment System (septic). The existing well and Subsurface Sewage Treatment System, and any required improvements thereof, are subject to review and approval of the Building Official concurrent with a building permit application. Grading Plan. The developer has submitted grading, drainage, and erosion control plans for the development of the subject property. Stormwater from the expanded building and off-street parking area is required to be managed so that post construction runoff is not greater than existing conditions. All grading, drainage, wetland impacts, and erosion control issues are to be subject to review and approval of the City Engineer. Site Improvement Performance Agreement. Section 11-9-7 of the Zoning Ordinance requires that the developer enter into a site improvement performance agreement (SIPA) with the City to provide for construction of the project, completion of public improvements, required securities, and payment of fees. The SIPA is to be executed by the developer prior to approval by resolution of the City Council and recorded with the property. RECOMMENDATION City staff recommends approval the Zoning Map amendment and Site and Building Plan Review applications subject to the conditions as stated below. POSSIBLE ACTIONS Motion to recommend approval of a Zoning Map amendment and Site and Building Plans for the property at 5650 Queens Avenue, subject to the following conditions: 1. All written and graphic materials officially submitted to the City shall be treated as a formal agreement between the applicant and the City. Once approved, no changes, modifications or alterations shall be made to any plan detail, standard, or specifications without prior submission of a plan modification request to the Zoning Administrator for review and approval. 2. The property owner shall dedicate a right-of-way easement for the east 50 feet of Queens Avenue, subject to review and approval of the City Engineer. 3. The design and construction plans for access from Queens Avenue and off-street parking areas shall be subject to review and approval of the City Engineer. 4. A landscape plan shall be submitted as required by Section 11-19-2.B of the Zoning Ordinance and is subject to review and approval of the Zoning Administrator addressing: 7 a. Planting a mix of evergreen and shade trees along lot lines abutting residentially zoning properties meeting the screening requirements of Section 11-19-3 of the Zoning Ordinance. b. Any landscape areas shall be irrigated in compliance with Section 5-2-8.C.2 of the City Code. 5. A photometric lighting plan shall be submitted and all exterior lighting shall comply with Section 11-16-6 of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. 6. Any exterior storage of waste and recycling containers shall comply with of Section 11- 18-4.C of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. 7. All signs shall comply with Section 37 of the Zoning Ordinance, subject to review and approval of the Zoning Administrator. 8. All utility issues shall be subject to review and approval of the Building Official. 9. All grading, drainage, and erosion control issues shall be subject to review and approval of the City Engineer. 10. The developer shall enter into a Site Improvement Performance Agreement as required Section 11-9-7 of the Zoning Ordinance, subject to review by the City Attorney and approval of the City Council. c.
