City staff recommends the City Council approve the hiring for the Human Resources/ Payroll Coordinator position.

BACKGROUND/JUSTIFICATION:
City Staff are recommending the City Council approve the hiring of Jake Larsen to the role of Human Resources/Payroll
Coordinator. Jake has previously worked for the City in the Utility Billing position and left to pursue a role with Human
Resources responsibilities. Jake was a great part of the team, and City staff are excited to have him return. Jake has
successfully passed pre-employment screening.
This role will assist in tasks including policy review and development, drug and alcohol testing, records retention, annual
employer reports, employee benefit programs, open enrollment, Minnesota Paid Leave, COBRA Administration, position
recruitments, pre-employment screening, employee training, employee engagement, safety program management and
safety program compliance. In addition to assisting with human resources tasks, the position will also assist in the
processing and review of payroll.
Upon approval, Jake has indicated a start date of March 30. City Staff are recommending Jake be hired at Grade 6 Step 4
and given a 1-year service credit for Paid Time Off (PTO) for his previous employment with the City.
