Call to Order:
This meeting was called to order at 6:45 PM, followed by the Pledge of Allegiance.
Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, Gregory Hubbard, Judy Sibert,
Kyle Heltemes, and Rossamon Becker.
Not in attendance: Loren Green
City Council: Mayor Jessica Stockamp, CM Tina Goede, CM Ryan Dunlap, CM Lund
2.Consider agenda approval.
Commissioner Gregory Hubbard motioned to approve agenda as written. Seconded by
Commissioner Judy Sibert. All in favor. Motioned carried 6-0.
3.Consider the following minutes:
3.1 November 12, 2025
Change to open forum to replace the word could to was to be applied for.
Commissioner Greg Hubbard motioned to approve the minutes with change. Seconded by
Commissioner Judy Sibert. All in favor. Motion carried 6-0.
5.Open Forum.
Chair David Greeman proposed a proclamation recognizing May as first responder month, to
include law enforcement, fire Rescue, EMS, Dispatchers, corrections, and probation/parole.
Motion to approve was by David Greeman and seconded by Judy Sibert. All in favor. Motion
carried 6-0.
David Swaab, 16135 71st Lane NE, Otsego, MN 55330 asked how long it took to respond to the
fire off Quaker Avenue, Otsego near his home. Mike Scott replied that the first fire truck was on
site 17 minutes after the 911 call was placed. David said he drove the speed limit from new fire
station to his house, and it only took three minutes and fifty seconds. He stated Otsego needs a
fire station; all other communities have one that is the size of Otsego. His other concern was
children riding the electric scooters that drive them too fast along the roadways.
6.Review received monthly reports.
6.1 Albertville Fire Department.
No representatives from Albertville were present.
6.2 Elk River Fire Department
No representatives from Elk River were present.
6.3 Rogers Fire Department.
No representatives from Rogers were present.
6.4 Wright County Sherriff Department.
Jason Oltmanns and Jake Doiron were present. Jake will be the new deputy that will
cover the Otsego area. Jason stated that the number of vehicle death fatalities
statewide has gone down and have not had any this year for the first time in a long
time. Jason also discussed a couple of current events that occurred in Otsego.
6.5 Allina EMS
Brain Nord was present. Brain discussed response times with a slight increase in
response time to 4.7%. They are continuing to hire new employees, which will help with
response times.
6.6 CentraCare EMS
No one from CentraCare was present.
7. Report from Interim Fire Chief Mike Scott
The new Otsego fire station is 65% complete with a planned completion in May 2026.
He also discussed response times from the various departments. Mike has established
good relations with the neighboring departments.

Freiberg. All in favor. Motion carried 6-0.
