02.10.2026 Public Safety Meeting MinutesPUBLIC SAFETY COMMISSION Prairie Center February 10, 2026 6:30 PM Call to Order: This meeting was called to order at 6:30 PM, followed by the Pledge of Allegiance. Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, Gregory Hubbard, Judy Sibert, Kyle Heltemes, Loren Green, and Rossamon Becker. City Council: Mayor Jessica Stockamp, CM Tina Goede, CM Dunlap 2.Consider agenda approval. Commissioner Dan Freiberg motioned to approve agenda as written. Seconded by Commissioner Judy Sibert. All in favor. Motioned carried 7-0. 3.Consider the following minutes: 3.1 January 13, 2026 Commissioner Gregory Hubbard motioned to approve the minutes as written. Seconded by Commissioner Rossamon Becker. All in favor. Motion carried 7-0. 5.Open Forum. Stu Randall with the Maple Grove Radio Club gave a presentation on how their club could benefit Otsego and Wright County. It is a service-oriented club that provides communications assistance to public safety entities through HAM radio at no charge, as it is a volunteer-based organization. Some benefits are that it can be used as a backup during severe weather or other catastrophes that may cause traditional communications to fail or become overburdened. The club also acts as sky aware and storm spotters. This service can use handheld radios to also assist in during disaster recovery. You can send emails and use them as a phone as well. Their network consists of several repeaters and would like to add one to the new fire station or another area in Otsego at no cost to the city. Questions asked by the present council members and Commissioners included height of antenna, amount of space it would take, and if it needs to be manned. The councilmembers and Public Safety Commission understood the benefits and would like Interim Fire Chief Mike Scott to meet with Stu at the site to discuss it in more detail. Deputy Jason Oltmanns suggested businesses along Queens Avenue NE as they are in an area they are on the corner of each boundary of the fire, ambulance response times. David Swaab, 71st Lane NE Otsego, MN 55330 discussed his experience with multiple fires at Point Park HOA and the increase to their insurance premium. He is rallying to have the new fire station operational because of response times. 6.Review received monthly reports. 6.1 Albertville Fire Department. There was no representative from the Albertville Fire Department. 6.2 Elk River Fire Department There was no representative from the Elk River Fire Department. 6.3 Rogers Fire Department. There was no representative from the Rogers Fire Department. 6.4 Wright County Sherriff Department. Sargent Jason Oltmanns provided video a water rescue from the Mississippi River west of Kadler Avenue NE in Otsego. The Wright County Sheriffs Office was able to deploy their river jet boat to rescue a man that was clinging to a kayak with an anchor that was tied around his legs. The boat was towed from Buffalo, so discussion began if there is a place to store it closer to the river. Fire Chief Mike Scott mentioned there is budget for a Zodiac boat. Sargent Oltmanns also discussed a receipt of teletype on 2/5/26 at around 3:15 about a man who may have committed a homicide in Wisconsin. The man may have been driving a red Honda Prius with Wisconsin plate that may be in Monticello. One of the deputies came across the suspect’s vehicle and initiated a homicide stop. The vehicle stopped but then fled. The deputy began chasing with other units joining in. The chase came to a stop at Odean Avenue and 70th Street. The suspect was taken into custody without incident. 7.Draft Public Safety Proclamation Chair David Greeman discussed the draft of the Public Safety Proclamation. The typed proclamation was handed to Mayor Stockamp. Issue proclamation as written. Motioned by Dan Freiberg and second by Judy Sibert. Motioned carried 7-0. 8.Report from Interim Fire Chief Mike Scott Interim Fire Chief Mike Scott mentioned he had nine candidates. They are still looking at June completion. He showed drone footage of the current progress of the construction. Remaining trucks are scheduled for delivery by May. He also discussed leasing a temporary building closer to Albertville that can house a pumper truck to provide quicker responses to the west end of the city. He also spoke with Senator Seeberger about creating a fire district. She is not in our district, but she is a Chair of the Public Safety Committee, a fire fighter, and an Allina medic. 9.Set Next Meeting March 10, 2026- Election of Chair, Vice Chair and Secretary 10.Adjourn.
