2025.11.24 Special City Council Meeting MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, NOMEMBER 24, 2025 5:30 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Michelle Lund, Tina Goede, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, City Planner Dan Licht, and City Clerk Audra Etzel. 1. 2026 Budgets and Property Tax Levy: City Administrator/Finance Director Flaherty outlined the Budget Meeting #6 items that were included in the packet. General Fund Budget Flaherty reviewed the General Fund Budget noting no changes have been made since the last review meeting. The City Council had no additional questions or discussion. Fee Schedule Flaherty reviewed the draft 2026 Fee Schedule noting no changes have been made since the Subcommittees completed their respective reviews. CM Tanner asked about comparing fees to other cities. Hille said she looked and there were no significant differences. Flaherty noted fees are unique to each city and staff have reviewed. The City Council had no additional questions or discussion. Property Tax Levy Flaherty reviewed the Property Tax Levy noting no changes have been made since the last review meeting. CM Tanner asked about the fund balance policy calculation. Flaherty reviewed the calculation noting it was being used to offset the levy for 2026. CM Tanner asked about transfer of funds. Flaherty reviewed the process for interfund transfers noting it would require City Council approval via resolution. The City Council had no additional questions or discussion. Pay Plans Flaherty and Hille reviewed the 2026 Cost of Living Adjustment (COLA) Analysis. CM Tanner asked about the other cities percentages. Hille said the percentages listed for each city are the most current known. Mayor Stockamp asked to have cities with union positions noted on the comparison for future reviews. Hille said rates may vary with unions, depending on the community. CM Lund asked about the position points and grading. Hille reviewed the position scoring process. Hille noted this also helps the City with submitting data for the required pay equity reports. CM Tanner asked about the steps. Hille reviewed the differences between a step and a grade in the plan. CM Dunlap asked what step an employee would move to if the grade is changed. Hille said the past practice is to look at the next comparable step within the new grade. CM Dunlap is in favor of the Federal COLA of 2.8%. Mayor Stockamp was open to 3.5% to 4%. The majority of the City Council concurred to Keep the COLA as budgeted at 4%. Capital Improvement Plan Flaherty reviewed the packet materials. Flaherty reviewed one change for the Lift Station No. 4 project that has funding sources of both water and sewer funds. CM Dunlap asked about the CSAH 36 Project. Flaherty reviewed the multiple funding sources including Park Development and Capital Improvement Revolving funds. City Planner Licht reviewed the project scope currently known to the City staff. The City Council discussed other upcoming County projects. Flaherty reviewed additional charts comparing tax rates and tax levies within Wright County. Next Meetings: The Truth -in -Taxation meeting is scheduled for December 21 2025, at 6:OOpm. The City Council meeting on December 81h will include resolutions to consider: 1) adopting operation budgets, 2) setting the property tax levy for payable year 2026, and 3) adopting the capital improvement plan. 2.
