City staff recommends the City Council approve an amendment of the Subdivision Ordinance.

BACKGROUND/JUSTIFICATION:
The City Council approved amendments to the Subdivision Ordinance at its meeting on 10 November 2025. The
amendment addressed comprehensive revisions of the administrative subdivision provisions. The City Council
discussed the need to include an appeal process that would not involve the subdivider having to apply for a
preliminary and final plat.
City staff have drafted language to be added to the administrative subdivision process to include an appeal being
made to the City Council to approve an administrative subdivision. The proposed language mirrors the process
established by the Zoning Ordinance for appeal of administrative actions. City staff provided notice in accordance with
Minnesota Statutes 415.19, Subd. 2 of the proposed Ordinance amending the Subdivision Ordinance 10-days in
advance of City Council.
