Item 3.1 11.12.2025 Draft Public Safety Meeting MinutesPUBLIC SAFETY COMMISSION Prairie Center November 12, 2025 6:30 PM Call to Order: This meeting was called to order at 6:30 PM, followed by the Pledge of Allegiance. Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, Gregory Hubbard, Judy Sibert, Kyle Heltemes, Rossamon Becker, and Sergeant Jason Oltmanns. Absent: Loren Green City Council: Mayor Jessica Stockamp, CM Tina Goede, CM Dunlap 2.Consider agenda approval. Commissioner Gregory Hubbard motioned to approve agenda as written. Seconded by Commissioner Rossamon Becker. All in favor. Motioned carried. 6-0 3.Consider the following minutes: 3.1 October 14, 2025 Commissioner Gregory Hubbard motioned to approve the minutes as written. Seconded by Commissioner Judith Sibert. All in favor. Motion carried. 6-0 5.Open Forum. Harper Hubbard inquired about painting a crosswalk at Maciver Avenue NE and 80th Street NE next to the school to allow children to cross safer. Deputy mentioned that there is a state safe to school grant that could be applied for to cover costs. 6.Review received monthly reports. 6.1 Albertville Fire Department. No representatives from the Albertville Fire Department were present. 6.2 Elk River Fire Department No representatives from the Elk River Fire Department were present. 6.3 Rogers Fire Department. No representatives from the Albertville Fire Department were present. 6.4 Wright County Sherriff Department. Jason has received a lot of praise for Mike Scott for his ability to communicate with other agencies. Jason also wanted to give praise to his deputies concerning the rescue of three kayaks of which two were overturned in the Mississippi River. Council member Item 3.1 Goede asked if the WCSO could store the river boat in Otsego as opposed to Buffalo so that the WCSO could save time to dispatch river emergencies. All deputies have a throwable device for water rescues. Jason received several calls about hunting. He has a fire discharge map that he uses to point areas people can and cannot hunt. He mentioned writing parking tickets for snow emergencies. For now, they won’t hand out tickets unless it is a safety issue or repeat offender. The WCSO will work with the city concerning this issue. They also have been receiving more calls for shoplifting at Target. 7. Report from Interim Fire Chief Mike Scott Fire station is on schedule. The community risk reduction team is going to be eliminated for now as the new staffing model will be taking over that role when hired. Mike met with Steve from Elk River ambulance and got to see them respond to a medical at city hall. All the contracts are in place for 2026 and still working on contracts for 2027. The call volume overall for medical and fire in 2023 were 852, and in 2025 year to date there were 1090 calls. The city is growing so having our own fire and emergency building will shorten call times and provide a great benefit. There are many openings at numerous cities for fire fighters and that could be of concern. Mike is considering how to manage a possible labor shortage for the opening of the new station. 8. Set Next Meeting December 9, 2025 6:30, with a possible tour at the Otsego Fire and Emergency building to see construction progress. 9. Adjourn. Commissioner Judith Sibert motioned to adjourn.
