2025.10.21 Park and Recreation Meeting MinutesOTSEGO PARKS AND RECREATION Commission Meeting Prairie Center October 21, 2025 7:00 PM Call to Order. Vice Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Commissioners: Kurt Baldry Stephanie McCool, Matt Danzl, Jessica Schaffer and Joe Tyberghein. Absent: Chair Kitty Baltos City Council Members: Michelle Lund, Corey Tanner, and Ryan Dunlap. Staff: Nick Jacobs, Parks and Recreation Director, Lauren O’Neil Recreation Planner and Connie Schwecke, Recreation Supervisor. 1.Open Forum. 2.Consider Agenda Approval. Commissioner Schaffer motioned to approve the agenda. Seconded by Commissioner Tyberghein. All in favor. Motion carried. 3.Consider Meeting Minutes. 3.1 September 16, 2025, Meeting Minutes. Commissioner Danzl motioned to recommend to the City Council to approve the September 16, 2025, meeting minutes as written. Seconded by Commissioner McCool. All in favor. Motion carried. 4.Unfinished Business. 4.1 Lily Pond Improvements Parks and Recreation Director Jacobs presented the memo and introduced Hannah Schmitz from HKGi who reviewed the Lily Pond Improvements presentation. Following discussion, the commissioners agreed on three alternates from the Lily Pond Improvement plan: 1.A zip line 2.A portable toilet enclosure 3.Additional playground amenities The commissioners requested that staff explore the use of artificial turf as an alternative to poured-in-place surfacing. Most commissioners expressed a preference for selecting either Northland Recreation or Midwest as the provider for the play structures. 5.New Business. 5.1 Park Shelter Rates Parks and Recreation Director Jacobs presented the memo. After discussion, the commissioners agreed to add Carrick’s Landing shelter as a reservable shelter in our parks system and keeping the rates the same as Prairie Park shelter and Norin Landing shelter. Commissioner Tyberghein motioned to recommend to the City Council to adopt the 2026 Park Shelter rental rates as presented. Seconded by Commissioner Baldry. All in Favor. Motion Carried 6.Parks and Recreation Update. Parks and Recreation Director Jacobs provided the Parks update and Recreation Supervisor Schwecke provided the Recreation update. 7.City Council Reports. City Council Member Lund provided the City Council update. 8.Adjourn. Commissioner Schaffer motioned to adjourn. Seconded by Commissioner Tyberghein. All in favor. Motion carried.
