Item 3.2.A. 2025.11.10 City Council MinutesPage 1 of 3 OTSEGO CITY COUNCIL MEETING MONDAY, NOVEMBER 10, 2025 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:01 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, City Planner Dan Licht, City Engineer Ron Wagner, City Attorney Dave Kendall, and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1.Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. Minnesota House Representative 30B Paul Novotny provided an update regarding the upcoming 2026 session, outlined that any legislative submittals should be sent soon, and updated on the current budget forecast. Mayor Stockamp closed the Open Forum at 7:04 PM. 2.Consider Agenda Approval: CM Dunlap motioned to approve the agenda as written, seconded by CM Tanner. All in favor. Motion carried 5-0. 3.Consent Agenda: 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A.October 27, 2025, Meeting. B.October 27, 2025, Special Meeting. 3.3 Approve City Council Special Compensation for October 2025. 3.4 Approve Pay Application #39 for the West WWTF Improvements Phase 1 Project. 3.5 Approve Pay Application #13 for the Wellhouse 4 Treatment Improvements Project. 3.6 Approve Pay Application #2 and Change Order #2 for the 80th Street Trail Improvement Project. 3.7 Approve Pay Application #2 (Final) for the 2025 Mill & Overlay Project. 3.8 Approve Pay Application #1 for the Odean Avenue Watermain & PRV Project. 3.9 Adopt Resolution 2025-57 Accepting Public Improvements – Otsego Development Addition. CM Dunlap motioned to approve the consent agenda as written, seconded by CM Tanner. All in favor. Motion carried 5-0. 4. Planning: 4.1 Comprehensive Plan, Zoning Ordinance, and Subdivision Ordinance. A. Presentation City Planner. B. Consider Adopting Resolution 2025-60 Amending the Comprehensive Plan. C. Consider Adopting Ordinance 2025-10 Amending Zoning and Subdivision Ordinances. City Planner Licht reviewed the staff report and presentation. CM Dunlap noted the administrative subdivision does not have an appeal process; he would like an appeal process included. City Planner Licht said an appeal process could be added, noting the only denial would be if the application did not meet the subdivision process. The City Council discussed and agreed to add an appeal process to the ordinance at a future meeting. CM Lund motioned to adopt Resolution 2025-60 amending the Comprehensive Plan and adopt Ordinance 2025-10 amending the Zoning Ordinance and Subdivision Ordinance as presented; and publish in summary for m, seconded by CM Goede. All in favor. Motion carried 5-0. 5. City Council Reports and Updates: CM Tanner said the Heritage Preservation Commission held a cemetery tour in October with about 30 people in attendance and the next scheduled meeting is Wednesday due to Veteran’s Day. Mayor Stockamp said Public Safety will meet on Wednesday evening also due to Veteran’s Day. CM Dunlap is concerned about the Fire Contract cancellations and does not feel a single station is efficient and feels it undermines safety. CM Dunlap motioned for City Council to direct staff to send letters to the City’s of Elk River and Rogers that the City will not be cancelling fire services. Motion failed due to a lack of a second. City Attorney Kendall said the fire contracts were not on the agenda and staff are not prepared to discuss, therefore there should be no discussion as staff Flaherty noted Interim Chief Scott is continuing to engage with the Fire Chiefs from the neighboring departments and that once a more concrete plan is developed that an update to the City Council would be appropriate . Flaherty reviewed contract language regarding the contract notifications. No formal action was taken, and the City Council concurred that additional discussion is necessary at a future meeting. 6. Staff Reports and Updates: Hille said City Offices will be closed Tuesday for Veteran’s Day. Flaherty said Chief Scott has invited the City Council to contact him about scheduling a tour of the Fire Station construction project if they are interested. City Engineer Wagner provided updates on active City projects. Sergeant Jason Oltmanns, Wright County Sheriff’s Office provided updates on social media content, hunting questions, and the public safety commission meeting on Wednesday. 7. Adjourn.
