OTSEGO HERITAGE PRESERVATION COMMISSION
MEETING
Lily Pond Conference Room at City Hall
Tuesday, October 14, 2025
7:00 PM
Call to Order.
This meeting was called to order at 7:01 PM.
Roll Call: Chair: Tami Stinski; Commissioners: Kelly Kiffmeyer and Brooke Nault. CM Tanner and
Lund.
Absent: Commissioners Penick and Seroshek
Open forum call: N/A
1. Consider Agenda Approval:
CM Tanner requested to add a discussion from the interim Fire Chief to the agenda.
Commissioner Nault motioned to approve the agenda as written, seconded by Commissioner
Kiffmeyer. All in favor. Motion carried 3-0.
2. Consider the following minutes:
2.1 September 9, 2025
Commissioner Kiffmeyer motioned to approve the minutes as written, seconded by
Commissioner Nault. All in favor. Motion carried 3-0.
3. SPHO Conference
Commissioner Stinski attended and was disappointed when comparing it to past
years due to how unorganized the conference was, especially during the tours. She
did advise that the 2026 SPHO conference will be combined with another
conference and will take place in July.
4. Winter Break
Commissioners Stinski, Kiffmeyer and Nault agreed to start winter break the month of
December through February. OHPC will have one more meeting in 2025 on November 12th
moved from the 11th due to Veterans Day. OHPC will reconvene in 2026 starting the second
Tuesday in March.
5. Old Business:
5.1 Time Capsule Suggestions
Commissioners discussed the QR code suggestions which were also included on the last
page of the agenda. The voting box suggestions were found towards the end of the meeting
and Commissioner Nault will email the OHPC commissioners all the suggestions in order to
make a final decision on what to include in the time capsule at the November meeting. CM
Tanner mentioned admin has approved the purchase of a time capsule to be displayed first
at the Prairie Center. Commissioner Stinski suggested the possibility of having a reveal or

ceremony of the contents of the time capsule. Discussions also included taking pictures and
sharing the final time capsule contents on social media.
5.2 Cemetery Tour
Commissioner Kiffmeyer asked for volunteers to attend a dry run of the tour on Thursday,
October 23rd at 1:30 p.m. Commissioners Nault and Stinski will both be in attendance. OHPC
was informed that the cemetery tour has opened registration on Otsego Parks and Rec
website. Parking options, use of the digital sign and whether Rask was informed about the
tour were discussed. CM Tanner advised he’d reach out to parks & rec on parking, digital
signage as well as being tasked with informing Rask on the tour. OHPC commissioners
discussed future cemetery tours in 2026 utilizing more acting to liven up the tour and
garnering more community involvement with ideas to share at the 2026 Prairie Festival.
Commissioner Kiffmeyer will also be providing apples from her farm and hot apple cider for
the tour. Commissioner Nault volunteered to pick up cups for the cider. OHPC staff also
discussed visiting other cemetery tours in Minnesota for ideas.
5.3 Old City Hall
Commissioner Stinski had nothing new to report.
5.4 1914 Barn
Commissioners Stinski, Kiffmeyer and Nault decided to table the discussion on the 1914 Barn
for the November meeting.
5.5 2025 Prairie Festival Recap
All three commissioners agreed that the community involvement with the OHPC booth at
the Prairie Festival was the highest they’ve experienced. Asking the community input and
the clear signage increased engagement. Commissioner Stinski mentioned utilizing ‘rate your
opinion’ questions for future festivals to keep garnering community involvement.
6. Updates on City Council actions
CM Tanner updated OHPC on City Council action items.
CM Tanner brought up the Interim Fire Chief for Otsego and his suggestion to create a
historical timeline pulling in the history of Otsego’s neighbors and relationships honoring
other fire stations in the lobby of the new fire station. CM Tanner mentioned this could be a
great opportunity for OHPC to get involved by highlighting Otsego’s historic growth. If a
historic lobby is achieved, maybe there are also opportunities for the time capsule to be
moved to a new location.

Commissioner Nault motioned to adjourn the meeting at 8:53 PM, seconded by
Commissioner Kiffmeyer. All in favor. Motion carried 3-0.
