2025.10.27 City Council Meeting MinutesOTSEGO CITY COUNCIL MEETING MONDAY, OCTOBER 27, 2025 �aill�►�i1 OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7*00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, City Planner Dan Licht, City Engineer Ron Wagner, City Attorney Dave Kendall (*), and City Clerk Audra Etzel. Attended via video conference (*). Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. Kathy Coles, 15613 90th Street NE stated that Coborn's has not enclosed their trash container as required and she understands that City Planner has been trying to get Coborn's to comply. City Planner Licht said staff is at the point of issuing administrative citations for lack of compliance. Gabe Davis, 6689 Packard Ave NE wants to Know the status of the fire contracts. Flaherty said contracts are in place for 2026 and Chief Scott is working on developing a plan and will update the City Council when appropriate. Mary Barthelemy, 7589 Odell Lane NE asked if the City Council could reply to residents during open forum to answer their questions. In the past she has noticed angry residents and thinks getting a response will benefit the community. Mayor Stockamp closed the Open Forum at 708 PM. 2. Consider Agenda Approval: CM Dunlap asked to have item 3.3 removed from the consent agenda for discussion, adding item 4.1 to the agenda. CM Dunlap motioned to approve the agenda as amended, seconded by CM Goede. All in favor. Motion carried 5-0. 3. Consent Agenda: 3.1 Approve Claims List. Adopt Ordinance 2025-09 Amendine the Zoning Man. B. Approve a Preliminary Plat, CM Dunlap motioned to approve the consent agenda as amended, seconded by CM Lund. All in favor. Motion carried 5-0. 4.1 Approve Pay Application #10 for the Fire &Emergency Services Facility Project. CM Dunlap opposes this action because the City receives services from the existing contract providers at a price point that is cost-effective for the taxpayers; this is the time to stop this project. If the project goes forward notice will need to be sent to residents regarding the cancelled contracts. CM Tanner motioned to approve Pay Application #10 in the amount of $1,521,546.05 for work completed on the Fire at Emergency Service Facility project, seconded by CM Goede. Voting in favor: Stockamp, Goede, Lund, and Tanner. Voting against: Dunlap. Motion carried 41. 4. City Council Reports and Updates: A. Heritage Preservation Commission CM Tanner said the Commission is prepared for the Otsego Cemetery Tour on October 30th, there are no planned meetings December - February, and a time capsule update. Be Parks and Recreation Commission Liaison CM Lund said the Commission reviewed the updated results from the community engagement and playground vendor proposals for Lily Pond Park, noting there was a proposed budget adjustment. C. Planning Commission Liaison CM Dunlap said the Commission reviewed applications for Meadows of Otsego 3rd Addition and Zoning Amendment for the Interim Land Use Plan, Zoning Ordinance Amendment and Transportation Plan; and both November meetings have been cancelled. Public Safety Commission Liaison Mayor Stockamp said the Commission reviewed their mission statement — noting staff has updated on the website, Allina adding staffing, and Chief Scott introduction to group and project updates. CM Dunlap said the mission statement is based on City Ordinance. Flaherty said it is very similar to the City's Ordinance and could be considered in more detail in the future when the ordinance is reviewed. CM Dunlap asked the City Council to consider responding to residents during public forum. Mayor Stockamp said she is not opposed, noting there are issues that may not have an answer at the time asked. 5. Staff Reports and Updates: City Engineer Wagner provided development and City project updates. Sergeant Jason Oltmanns, Wright County Sheriff's Office provided an update regarding speed limits and general safety for Halloween. 6. Adjourn.
