Item 3.1 10.14.2025 Draft Public Safety MinutesPUBLIC SAFETY COMMISSION Prairie Center October 14, 2025 6:30 PM Call to Order: This meeting was called to order at 6:30 PM, followed by the Pledge of Allegiance. Roll Call: Chair David Greeman; Commissioners: Gregory Hubbard, Loren Green, Judy Sibert, Kyle Heltemes, and Rossamon Becker. Absent: Dan Freiberg City Council: Mayor Jessica Stockamp, CM Ryan Dunlap 2.Consider agenda approval. Commissioner Gregory Hubbard motioned to approve the agenda as written. Seconded by Commissioner Rossamon Becker. All in favor. Motion carried. 6-0 3.Consider the following minutes: 3.1 September 9, 2025 Commissioner Gregory Hubbard motioned to approve the minutes as written. Seconded by Commissioner Judy Sibert. All in favor. Motion carried. 6-0 5.Open Forum. •Judy Sibert thought the spot picked out for the Public Safety Commission during the Prairie Festival was not ideal. Discussion continued for better placement next year. •During the Prairie Festival there were two medical incidents and two lost children. •Dave Greeman, who anticipated rain for the road cleanup, went out at noon and spent an hour and a half cleaning the ditches, so others didn’t have to in the rain. •Judy Sibert was asked about the mission statement that was tabled. The interim Fire Chief liked the way the first proposal was written and Judy Sibert motioned to forward draft one as mission statement to the city council and reserve draft two as language that may be included in the description in the future. Seconded by Loren Green. Motioned passed unanimously. 6.Review received monthly reports. 6.1 Albertville Fire Department. Albertville Fire Department had no representation. 6.2 Elk River Fire Department Elk River Fire Department had no representation. Item 3.1 6.3 Rogers Fire Department. Rogers Fire Department had no representation. 6.4 Wright County Sherriff Department. Jason said that during the last several months the call rate has been above 1000 calls a month. Jason showed a recruitment video they put together to help bring in new prospects. However, they can keep favorable staffing levels because the county allows them to over hire because it takes months to get people trained and out in the field. Jason also discussed the new Oracle system with cameras that is being tested with the Wright County Sheriff’s Office. 6.5 CentraCare EMS CentraCare EMS had no representation 6.6 Elk River EMS Elk River EMS had no representation 6.7 Allina Health EMS Tony was present and is the new Operations Supervisor for Wright County and Buffalo and has been in that position since March. The volume and response times report which covers July through September there was an improvement of 3% despite staffing issues. They received approval to hire two full-time paramedics. He is hoping to have them working in January, and then they anticipate two more paramedics to be hired. These will be based out of Buffalo and be dedicated to Wright County. 7. Report from Interim Fire Chief Mike Scott Mike has met with public safety departments to include the three neighboring fire Chiefs, Jason with the Wright County Sheriff Office, and Allina. Worked with State Fire Marshals Office, Department of Revenue, and the State Auditor. The fire station is on schedule and will start pouring the concrete for the floors this week. Windows and garage doors installed before winter. Accent wood is in the process of being installed. The type of fire station Otsego has is a combination fire department. This is made up of at least one full-time staff and includes paid-on-call/part-time staff. 8. Set Next Meeting November 12, 2025 (Wednesday) 9. Adjourn.
