Call to Order:
Mayor Stockamp called the meeting to order at 7:01 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner, City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, City Planner Dan Licht, City Engineer Ron
Wagner, City Attorney Dave Kendall, and City Clerk Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Oben Forum:
Special Presentation: 2025 Photo Contest Winners.
The City held its 9th annual photo contest. There were 9 participants that submitted a total of
16 photos, with 273 votes cast on-line and 336 during the Prairie Festival. The viewer's choice
winner for the on-line voting was Loren Green who submitted the photo Frosted Horizon. And
the viewer's choice winner at the Prairie Festival was Ashley Melges-Quinn who submitted the
photo Farm Friends. Mayor Stockamp and the City Council congratulated both winners. Each
winner received a certificate, prize, and a framed print of their photo.
Mayor Stockamp opened the Open Forum at 7:05 PM.
Wright County Commissioner Jeanie Holland said she heard great feedback regarding the
Otsego Prairie Festival, the preliminary levy was certified at 5.57%, and she recently travelled to
Washington DC to discuss and advocate for local transportation issues.
CM Goede asked about the CSAH 19 road closure. Commissioner Holland will check with staff
to see why such a large section is closed on CSAH 19.
Kenneth Eide 14166 67th Circle NE, asked about his assessment for unpaid special charges. City
Planner Licht said this is an agenda item and will be discussed later in the meeting during the
public hearing.
Mayor Stoclamp closed the Open Forum at 7:12 PM.

CM Dunlap motioned to approve the agenda as written, seconded by CM Tanner. All in favor.

CM Dunlap motioned to approve the consent agenda as written, seconded by CM Tanner.

4. Public Hearin:
4.1 Proposed Assessment Roll —Unpaid Special Charges
A. Presentation City Planner.
B. Conduct Public Hearing.
C. Consider Adopting Resolution 2025-52 Approving Assessment Roll for Unpaid
Special Charges.
City Planner Licht reviewed the staff report and presentation.
City Planner Licht said PID 118-024-004020 has been resolved and is recommending removal
from the assessment roll, an updated Exhibit A has been distributed for consideration.

Kenneth Eide, 14166 671" Circle NE is working to clean up his property and wants to know how
to pay the citation. City Planner Licht said to contact City Hall to pay and to follow-up with him
regarding the process to avoid future issues.
Isabelle Grimm has concerns with residents being billed for unpaid special charges. City Planner
Licht said the administrative code enforcement assessment process was adopted over 20 years
ago and is a similar process done in other cities, noting the goal is to work with the property
owners; this is a public health, safety, and welfare enforcement issue and does not generate
revenue.
Mayor Stocl<amp closed the Public Hearing at 7:22 pm.
Mayor Stocl<amp asked about the list proposed to be assessed. City Planner Licht said the list
presented tonight includes nine properties, noting staff average 5-10 complaints each month
and goal is to work with residents to resolve any issues.
CM Dunlap motioned to adopt Resolution 2025-52 adopting an assessment for unpaid special
charges with the amended Exhibit A, seconded by CM Lund. All in favor. Motion carried 5-0.
5. City Council Reports and Updates:
CM Tanner said the Heritage Preservation Commission is meeting tomorrow night and staff did
a great job with the Pumpkin Patch Event.
CM Lund added that the Pumpkin Patch Event was well attended.
CM Dunlap said the next Planning Commission meeting is scheduled for October 20th to review
two applications. CM Dunlap noted that the delinquent utility bills approved on consent has
significantly increased, indicating to him that residents are struggling.
6. Staff Reports and Updates:
Flaherty noted the delinquent utility bills approved tonight have a unique parcel making up 17%
of the total delinquencies, staff is working with that property owner.
Etzel noted Independent School Districts 882 Monticello and 885 St.Michael-AlbertvIII e have
called for special elections, and residents should check the Minnesota Secretary of State's
website for their polling location, the City of Otsego has no races on the November 4, 2025,
ballot.
City Engineer Wagner provided updates on active City projects.
Sergeant Jason Oltmanns, Wright County Sheriff's Office thanked the staff for allowing their
team to use Prairie Center to prepare for an event. Oltmanns also provided updates regarding:
2-bikes legal process, patrolling School Knoll Park, a resident at Riverbend Mobile Home Park

that is generating call volumes, the detour near the Costco construction, calls averaging over
1,000 each month, and Queens Avenue engine braking.
