Item 3.2.B 2025.10.13 Special City Council MinutesPage 1 of 2 SPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, OCTOBER 13, 2025 5:30 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 5:32 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, Utility Manager Kurt Neidermeier, City Planner Dan Licht, City Engineer Ron Wagner, AE2S Engineer Scott Schaefer, and City Clerk Audra Etzel. 1.South Central Water Treatment CMAR Delivery and Drinking Water Utility Project Updates. AE2S Engineer Schaefer reviewed the packet information. CM Lund said the Preconstruction and Construction can overlap to allow for procurement of project supplies; Schaefer agreed and noted the additional benefits. Mayor Stockamp asked for feedback from the Selection Committee on their scoring process and how the shortlist was determined. CM Lund and CM Dunlap discussed the scoring criteria and their feedback on the RFQ evaluations. Mayor Stockamp asked what would happen if the short list firms would not submit an RFP. Schaefer said generally the firms will submit and having three firms on the shortlist is a good number and noted that the Selection Committee will use a similar process for scoring the RFPs. Schaefer reviewed the guaranteed maximum price process. CM Goede asked about the test well quantity. Schaefer noted there are 4-5 wells during Phase 1 and additional wells with Phase 2. Neidermeier said the quantity of wells will depend on what is known towards the end of 2026 after test pumping is completed. Mayor Stockamp asked about well limitations for drilling. Schaefer said wells can be traded within Mt. Simon, the annual cap for withdrawing water remains the same. Schaefer further explained the process of drilling addition wells, depending on the testing results. City Engineer Wagner said staff will look at the location of the wells and reserve space where needed. Neidermeier explained and said staff does have a back-up plan. Schaefer said there will be more capacity and improvement to the water quality after all three active water treatment projects are completed. Mayor Stockamp asked about the process. Neidermeier said the hydrant flushing plan would adjust, to promote the clean water, noting Item 3.2.B. MINUTES OF THE CITY OF OTSEGO SPECIAL CITY COUNCIL MEETING OCTOBER 13, 2025 Page 2 of 2 some individual flushing may be needed in certain areas and the regular schedule will mostly remain the same. Mayor Stockamp asked what happens if the results sought are not found with the drilling. Schaefer said the wells will be spread out to achieve the needed results. Schaefer and Neidermeier left the meeting at 6:36 PM. 2.Closed Session –Consider Offer for the Sale of Real Property. Mayor Stockamp stated this meeting will be closed in accordance with Minnesota Statute 13D.05, Subd. 3., C-3 to consider an offer for the sale of property at PID #118 -290-000010. CM Dunlap motioned to close the meeting at 6:37 PM to enter a closed session to discuss PID 118-290-000010 in accordance with Minnesota Statute 13D.05, Subd. 3, C-3 to consider offers for the sale of real property, seconded by CM Goede. All in favor. Motion carried 5-0. City Attorney Kendall joined the meeting at 6:54 PM. CM Lund motioned to reopen the special meeting at 6:55 PM, seconded by CM Goede. All in favor.
