BACKGROUND/JUSTIFICATION:
The Capital Improvement Plan identifies a street renewal project in 2026 near the I-94 West Industrial Park including
road improvements to 71st Street and 70th Street. As a City initiated improvement that includes possible funding
through special assessments, Statute outlines the need to complete a feasibility report.
The proposed reconstruction project is included within the Capital Improvement Plan, with funding from the
Pavement Management Fund in the amount of $486,375. This budget is based on a reclamation and reconstruction
project to improve the current street infrastructure. The feasibility report will also evaluate more extensive
improvements to add curb and gutter and the installation of storm water infrastructure.
The cost of the feasibility report is estimated to be $26,000 with the goal of being reviewed by the Public Works
Subcommittee and City Council in January 2026.
The Public Works Subcommittee reviewed this information at their October 15, 2025, meeting and provided a
recommendation for consideration of approval by the City Council.

RESOLUTION NO: 2025-56
ORDERING PREPARATION OF FEASIBILITY REPORT ON IMPROVEMENT
WHEREAS, it is proposed to improve 71st Street within the I-94 West Industrial Park by reconstruction and reclamation of
street and utility infrastructure and to assess the benefitted properties for all or a portion of the cost of the improvement,
pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That the proposed improvement, called Improvement No. 2026-01 be referred to as the 2026 Street Renewal Project
for study and that that person is instructed to report to the City Council with all convenient speed advising the City
Council in a preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible;
whether it should best be made as proposed or in connection with some other improvement; the estimated cost of
the improvement as recommended; and a description of the methodology used to calculate individual assessments
for affected parcels.
