SPECIAL OTSEGO CITY COUNCIL MEETING
MONDAY, SEPTEMBER 15, 2025
5:30 PM
OTSEGO PRAIRIE CENTER
Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, and City Clerk Audra Etzel.
1.Fire and Emergency Services Department – Interim Staffing:
City Administrator/Finance Director Flaherty outlined the materials included within the packet,
distributed a draft version of an Interim Consultant Agreement, and introduced Michael Scott.
Mr. Scott reviewed his past work experience, his qualifications, and discussed his approach to
this position to continue development of the department. Mr. Scott discussed the proposal
from Citygate Associates and how their resources would integrate with his services.
The City Council had questions and engaged in discussions with Mr. Scott on his services, the
services from Citygate, and the remaining process for development of the department. Mr.
Scott outlined certain areas of the planning documents that warrant addition al consideration
and proposed that the City Council will need to remain open-minded as this process proceeds.
The City Council asked Flaherty if the City Attorney has reviewed the agreements. Flaherty
noted that City Attorney Kendall has reviewed the Interim Consultant Agreement and was
agreeable as presented. Flaherty noted that the Citygate proposal was not reviewed as of this
meeting, but that City Attorney Kendall will be provided the document for review if the City
Council agrees to move forward.
CM Tanner motioned to approve the Interim Consultant Agreement between the City of
Otsego and Michael Scott, seconded by CM Goede. All in favor. Motion carried 5-0.
CM Tanner motioned to accept a proposal from Citygate Associates LLC in an amount not to
exceed $30,000 and authorized the agreement to be executed, pending review by the City
Attorney, seconded by CM Lund. All in favor. Motion carried 5-0.
The City Council thanked Mr. Scott for being here this evening and are looking forward to
having him get started.

CM Goede motioned to adjourn at 6:27 PM, seconded by CM Lund. All in favor. Motion
carried 5-0.
