OTSEGO CITY COUNCIL MEETING
MONDAY, SEPTEMBER 8, 2025
7:00 PM
OTSEGO PRAIRIE CENTER
Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, City Engineer Ron
Wagner, City Attorney Dave Kendall, and City Clerk Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1.Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM.
Stewart Turnquist, 11020 95th Street NE still has concerns regarding access to his property and
the proposed roundabout at CSAH 19 and CSAH 39. City Engineer said this is a Wright County
project proposed for 2028. Mayor Stockamp recommended Mr. Turnquist contact Wright
County. City Engineer Wagner noted there are multiple issues with the site. City Attorney
Kendall said he is not aware of the specifics of this project, noting if the project is eminent
domain the issue would be resolved in the courts.
Mayor Stockamp closed the Open Forum at 7:14 PM.
2.Consider Agenda Approval:
CM Dunlap motioned to approve the agenda as written, seconded by CM Goede. All in favor.
Motion carried 5-0.
3.Consent Agenda:
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A.August 25, 2025, Meeting.
3.3 Approve City Council Special Compensation for August 2025.
3.4 Approve Pay Application #37 for the West WWTF Improvements Phase 1 Project.
3.5 Approve Pay Application #11 for the Wellhouse 4 Treatment Improvements Project.
3.6 Adopt Resolution 2025-40 Accepting Public Improvements – Boulder Pass 1st and 2nd
Addition.
3.7 Accept Proposal and Approve a Software Service Agreement – NOVO Solutions.
3.8 Adopt Resolution 2025-41 Approving a Development Contract – I-94 West Industrial
Park 5th Addition.

CM Dunlap motioned to approve the consent agenda as written, seconded by CM Goede.
All in favor. Motion carried 5-0.
4. City Council Reports and Updates:
Mayor Stockamp asked commented about the street light poles in the Great River Centre
development area. City Engineer Wagner will follow up with the utility company.
Mayor Stockamp said the Prairie Festival is this Saturday starting at 9 AM.
CM Tanner thanked Communications Specialist Heidi Carey for working with the Otsego
Heritage Preservation Commission to get their items ready for the Prairie Festival.
5. Staff Reports and Updates:
Flaherty said the Community Survey is available on-line and at the Prairie Festival.
City Engineer Wagner provided updates on active City projects.
Sergeant Jason Oltmanns, Wright County Sheriff’s Office provided updates: preparing for
upcoming road closures and detours, school bus arm violations, and the public safety
commission meeting tomorrow.
6. Adjourn.
CM Tanner motioned to adjourn at 7:22 PM, seconded by CM Lund. All in favor. Motion
carried 5-0.
