AGENDA ITEM DETAILS RECOMMENDATION: City staff recommend the City Council accept quotes and authorize a fencing and gate improvement project. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: In April 2025 the City Council awarded contracts for the construction of the Cold Storage Facility Project. The project is well underway, and construction completion anticipated within one month. At time of bidding and contract award, packet materials identified related projects outside the scope of the facility construction that would be quoted separately and presented for consideration of approval at a future date. The related projects include door access systems, security cameras, building equipment, and additional fencing and gates to better secure the existing public works campus. This request will address the building equipment, the additional fencing, and gates. Staff will present quotes for the door access systems and security cameras at a future meeting. Staff have obtained quotes for installation of additional fencing and gate access to better define publicly accessible areas, restrict access to unauthorized areas, and improve security of the City Hall and Public Works Facility. Fencing contractor quotes were obtained from Century Fence Company (Century) and Keller Fence, Inc. with Century providing the low quote in the amount of $46,081. To accommodate the automated gates being proposed, staff obtained a quote from Trust Security & Solutions in the amount of $5,120 for hardware and software components. For the hardware and software to function the automated gates, electrical utility installations are needed to power the pedestals. Staff have obtained a quote from Electrical Production Service in the amount of $17,441.16 for the electrical installations. Staff have obtained a quote from Tri-State Surplus Co. in the amount of $10,153.44 for pallet racking within the interior of the building and under the canopy on the exterior of the building. This pallet racking will provide safe storage mechanisms for supplies, tools, equipment, attachments, plows, etc. for the Public Works departments. Total costs for this phase of the project amount to $78,795.60. The attached Project Cost Summary compares costs approved and/or requested to date and compares them to the budgeted amount in the Capital Improvement Plan. The Public Works Subcommittee reviewed this information at their September 17, 2025, meeting and provided a recommendation for consideration of approval by the City Council.
